The Supreme Judicial Council of the Republic of Kazakhstan on a constant basis is working on improving the quality of the organization of qualification examinations for judicial candidates.

Pursuant to the instructions of the Chairman of the Council Dmitriy Malakhov, given at the Office meeting on June 18, 2025, Candidate of Law, Professor of the Academy of Justice Ardak Biebaeva, conducted a training seminar for Council members on the topics: «General rules for writing test assignments and their application in jurisprudence», «Experience in the development and application of complex cases».

The participants reviewed and discussed in detail the principles of preparing test tasks, as well as approaches for creating case studies during the qualification exam. The discussion was accompanied by an exchange of expert opinions and suggestions for further improvement of approaches for candidates evaluation.

Following the results of the seminar, work on the formation of a new block of test questions and case studies for use in the framework of the qualification exam is planned. All assignments will comply with current methodological requirements and are aimed at improving the objectivity and quality of the selection procedure for judges.

The Supreme Judicial Council considers high-quality study of test and case studies as a key tool for accurate assessing the level of knowledge, practical skills and professional training of candidates. This work is a part of comprehensive effort to ensure a fair, transparent and professional selection of judges that meets high standards of justice and public trust.
