The regular meeting of the Expert and Advisory Commission at the High Judicial Council of the Republic of Kazakhstan took place on September 18th, 2020.
This Commission includes members of the Council, representatives of the academic and the legal community, experts from a number of consulting companies recognized in the international HR management sphere.
The members of the Commission considered the issues of implementation of the Unified Competency Framework (UCF) in the selection of candidates for judicial positions, as well as further improving the mechanisms of competitive selection for vacant judicial positions.
The Unified Competency Framework for the judicial system of Kazakhstan was first developed by the international consulting company Ernst & Young upon request of the UN Development Program. It is a set of basic requirements for the personal qualities of candidates wishing to take up judicial positions.
It is planned to implement the UCF for judges in phases, starting from this year. This approach will help develop the practice of applying the UCF assessment mechanisms and will ensure further orderliness and rhythm in the work of the Council.
The final result of the implementation of the Unified Competency Framework will be a better system for the selection of candidates for judicial positions and, in general, a better system for the assessment and selection of judges.
The members of the Expert Advisory Commission discussed other issues of improving the mechanisms of competitive selection of judges in order to further increase the objectivity and improve the quality of selection. Members also discussed proposals for the optimal formation of the staff of new administrative courts, taking into account the implementation of the Administrative Procedure Code into force next year.
