On March 11, 2022, the "concept of the anti - corruption policy of the Republic of Kazakhstan for 2022-2026" was considered at the next Anti-Corruption Commission under the ulansky district akimat by the decree of the Prizid of the Republic of Kazakhstan dated February 2, 2022.
The document analyzes the current situation and defines the tasks that will be solved in the coming years.Domestic corruption is identified as the main problem.
Domestic corruption, which arises in everyday life from the interaction of citizens and entrepreneurs with representatives of state bodies and organizations, persists in many areas. According to the results of the sociological study" monitoring the state of corruption 2020 "conducted by Transparency Kazakhstan, the list of bodies and institutions that are sensitive to corruption practically does not change from year to year. Among them are state polyclinics and hospitals, police, Land relations departments, public service centers, state kindergartens and higher educational institutions. The dominant stream of corruption is the leader in the number of bribery cases. Approximately exceeded 50 percent over the past three years, the document notes.
Among the main reasons are long-term administrative barriers, unclear and discretionary regulations, insufficient transparency of state bodies, and a high share of public services provided on an alternative (paper) basis.
The document also notes the weak integration of databases, which does not allow for an active service model of the state.
At the same time, the passivity of state bodies and quasi-public sector entities in combating corruption was noted, which does not allow us to count on a real reduction in the level of corruption.
"Salaries of civil servants and employees of state organizations remain insufficient and competitive in comparison with the corporate sector. There is no effective mechanism for preventing conflicts of interest in the performance of state functions. The existing declaration system is not properly provided with effective means of responding to the facts of a significant gap between expenses and income received. The search for stolen property, their return to the budget, remains in the background due to the difficulty of proving the criminal origin of the property," the document says. The concept also reflects the high corruption vulnerability of the budget allocation process.Insufficient transparency of information on the formation and expenditure of budget funds is one of the systemic factors that increase corruption risks in public finance management. The main reason for the negative experience is due to the insufficiency between the planning system and the development of budget funds. Budget applications are often formed on the basis of unreasonably high price offers from companies associated with responsible persons. Inefficient planning leads to serious consequences, such as economic losses and lost profits, and it is also stated that favorable conditions have been created for theft during budget development.
The developers of the document also note that there are no conditions for the population to get acquainted with the "simplified" version of the budget, but only without basic information and technical data and, accordingly, without restrictions on civil control.
It is noted that the lack of transparency in budget decision-making processes hinders accountability and encourages corruption. He also noted the lack of transparency in public procurement. The fragmentation of the legal framework, various platforms and procurement platforms is a consequence of the lack of a single approach to the implementation of this industry and a single development strategy, regardless of the state budget – a single source of funding. In this case, the facts of artificially raising the purchase price are widespread. The concept states that the assessment of the potential of the supplier has not always been objective due to the transparency of the supplier's conclusion of contracts with subcontractors in the performance of its obligations under the public procurement contract.
They also note such a problem as signing fake acts. At the same time, the document proposes ways to develop an anti-corruption policy. Kazakhstan aims to move from systematic anti-corruption activities to a radical change in public consciousness, to the rejection of any form of corruption by the population, to the priority of preventive measures, the document says. The development of a consistent anti-corruption policy will continue, taking into account international standards and strategic goals for the upcoming period.
Thus, the strategic goal is to reach 47 points in the Transparency International Corruption Perception Index by the end of 2026 and 55 points by 2030. It is planned that anti-corruption measures will be aimed primarily at eliminating domestic corruption.
In general, the anti-corruption policy is aimed at creating conditions in which corruption is economically and reputedly ineffective.
