Development of the district over 30 years of independence

Independence is our most important asset, our priceless value. All our achievements to date have been achieved thanks to our independence. Under the leadership of the first president of Kazakhstan – Elbasy Nursultan Nazarbayev, our country has become an authoritative and stable state in the world. Thanks to our strong unity, we have strengthened our independence and improved the situation of our people. The head of State, Nursultan Nazarbayev, took the reins of the country in a very difficult and difficult period. "I don't know," he said. He saved the country from a difficult time.

I cordially congratulate you on our greatest holiday and the 30th anniversary of independence of our country!

On December 16, 1991, the Kazakh people declared their independence and showed it to the whole world.First of all, we raised the Blue Flag - the successor of the ancient Turkic flag-on the territory of the United Nations. We have made our national anthem in the sky of the world, and our Coat of arms has become an eternal seal.

We have introduced our own tenge, adopted the Basic Law, created our Armed Forces and crossed our borders. We spoke the state language from the highest podium of the world. We have come to the unique path of Mangilik yel, combining our deep history and millennial future.

Today, we are a bright country that has graduated from its native language and returned to its ancestral religion. We are a traditional people who have taken an inventory of our history, we are a nation that unites all Kazakhs.

We are a powerful people who have united the steppe and the city, we are a creative people who have built our capital – a solemn symbol of our independence on our backs.

We are a united nation that has developed individual traditions of friendship, showed an example of living in peace with its neighbor, respect for its distant homeland, and pursued a balanced foreign policy. We are a leading people who are at the forefront of the global disarmament process, and we are an important state that looks to the distant future.Together we have created a strong, high-status independent Kazakhstan.

Economy

On the way to sub-sovereignty of Kazakhstan, a number of jobs were faced: economic crisis, social tension, reduction of the life level of the population, unemployment, and environmental problems.

In order to overcome their and occupy a worthy place in the human community, it is necessary to solve the tasks: the reconstruction of the economy, its transformation into modern scientific technological sectors; the creation of a socially oriented market on the basis of ensuring the principle of ravenous opportunities; privatization of property, liberalization of prices, investment policy; formation of the legal state and institutions of the civil society; culture, education, science.

The first stage of radical economic reform in Kazakhstan in this regard began at the end of the 80s and continued until 1991, when the joint and republican governments made attempts to radically reform the domestic mechanism in general, to withdraw from strict centralization and provide more rights non-possessive subjects. The second stage of economic reforms covers the period 1992-1993 - the moment of Kazakhstan's sovereignty and the introduction of its own national currency.

The next stage of economic transformations in Kazakhstan began with the introduction of the national currency - tenge in November 1993 and the attraction of large-scale assistance to international financial organizations within the framework of systematic transformations and stabilization of loans.

In July 1994, a regular anti-crisis program was adopted, the main purpose of which was to ensure macroeconomic stabilization and systematic institutional transformations by the end of 1995. The strategic objectives of this program were the achievement of macroeconomic stabilization, the creation of conditions for normalization of production and trade, and the provision of investment activities.

The implementation of the new economic program was more recent and targeted, and in accordance with it, the regulatory framework regulating relations in the field of taxation, budget and banking, foreign economic activity and others was significantly improved. All this in co-operation was positively noted for the stabilization of our economy.

The Labor time was transferred to this time and residents of our district. The budget of the district in the maiden year was more than 200 thousand tenge. Agriculture

In the early 90s, the difficulties and hardships experienced in the political and socio-economic spheres were not insignificant. The consequences of the burdens that occurred during this transition period were not easy for any industry, especially agriculture, and the entire agricultural sector. As a result of the transition from one economic system to another, based on market relations, the mechanisms of economic management of the agricultural sector have undergone sharp changes.

Mass liquidation of collective farms and state farms, acquisition of private entities, creation of small peasant farms in agriculture has been started. This was the beginning of a difficult period when the old was destroyed, the doors of the new world were not yet fully opened, the snow-white economy was not fully defined, and the path of transition from one social formation to another was not chosen. At that time, almost all the former collective-state farms were liquidated. The deepening of market relations in the country's economy has also had a negative impact on agriculture.

In the early Nineties, most of the population was forced to live in the city, engaged in trade, rather than raising livestock and harvesting. In 1994, in order to provide financial support to agricultural producers of various forms and improve their work, the Fund for financial support of Agriculture was established. Owners of conditional land shares and property interests began to exercise the right to merge and create a common enterprise. In 1996, 13 state farms were liquidated in the district, and 1,200 peasant farms were opened.

President of Kazakhstan Nursultan Nazarbayev, however, has always taken into account that the economy of Kazakhstan cannot develop dynamically until it improves the welfare of the village. As a result, 2003-2005 was declared the "Year of the village". As part of this reform, a lot of money was allocated to improve the life of the village, many measures were carried out, entrepreneurs who want to start new businesses and expand their business were able to get loans through state programs.

The cost of a large-scale project, the construction of which began in 2019, is 7 700.0 million.tenge. In December of this year, it is planned to complete the construction work and put it into operation.
