In Ulan district, in accordance with the action plan to ensure the rights and improve the quality of life of people with disabilities, ramps have been installed in institutions with the largest attendance of people with disabilities.

To ensure a barrier-free environment for citizens with disabilities in the district from 2012 to 2020, certification and adaptation of social and transport infrastructure facilities were carried out. According to the plan, 109 social infrastructure facilities were certified for the entire period (100% plan).

The number of facilities partially accessible to people with limited mobility (with ramps that do not meet the requirements of sanitary norms and regulations) -109. ensuring accessibility of social, transport facilities and recreational infrastructure for low-mobility citizens "interactive accessibility board" for obtaining information, a portal has been created for low-mobility groups of the population, in which names of objects of territories have been registered, indicating geodata, physical address, technical characteristics and degree of adaptation of objects. To date, 109 objects have been announced.

The work on filling the portal continues continuously, depending on the growth of the number of adapted objects in the region. Akims of rural and settlement districts are working with the heads of trade, trade markets, public catering to create conditions for unhindered access of citizens with disabilities to these public buildings - equipped with ramps. There are currently 36 retail locations available. In accordance with paragraph 3 of Article 25 of the Law of the Republic of Kazakhstan "On Social Protection of Citizens with Disabilities in the Republic of Kazakhstan ", individuals engaged in entrepreneurial activity, as well as legal entities, in accordance with state standards, are obliged to create conditions for unhindered access of citizens with disabilities to public vehicles, residential buildings, public and industrial buildings. However, according to p. 1 of the Law, the creation of appropriate conditions for the accessibility of persons with disabilities is ensured during the design and construction of settlements.

Currently, all new construction facilities in the Ulan district are equipped with ramps to ensure access of citizens with disabilities to residential premises.
