1) A month ago, I transferred part of my pension savings to improve housing conditions, or rather to buy a home. However, I still haven't found a suitable apartment. How long will the money be stored with an authorized operator? Do I still have time?
We draw the attention of depositors that after transferring the amount of pension savings requested by them from the UAPF to the special account of the authorized operator, this amount is withdrawn from the investment management and, consequently, investment income ceases to accrue on it. In addition, pension savings transferred to a special account are not covered by the state guarantee provided by law for their safety, taking into account the level of inflation. Also, the amounts of one-time pension payments from the UAPF are calculated and withheld from the individual income tax (IPN) according to the method chosen by the depositor and indicated in his application. To avoid inefficient use of their savings, loss of investment income and state guarantees, as well as premature calculation of personal income tax, we recommend that depositors (recipients) responsibly and carefully plan the use of lump-sum pension payments and choose a home for purchase in advance. Before submitting an application, you should carefully study the list of documents necessary to confirm the intended use of pension savings, and ensure that they are provided to the authorized operator in a timely manner. We remind you that the pension savings of citizens can be held in special accounts with an authorized operator (JSC "Housing Construction Savings Bank "Otbasy Bank") no more than 45 working days from the date of their receipt. During this period, the savings must be used for their intended purpose or returned to the UAPF to the individual pension account of the depositor. In this regard, you have another 15 days to find a housing option that suits you, after which, if this does not happen, the money will be returned to your pension account in the UAPF. However, if you find the desired housing, you can submit a new application for early withdrawal.
2) About three years ago, I got an official job, after working there for several months, I had to quit. After that, I did not have an official job and therefore did not make any contributions to the UAPF, and now I would like to find out if my small savings in the Fund could "burn out"?
Your pension savings, regardless of their amount, are your property and are stored in your individual pension account until the retirement age or other grounds for their payment. It is important to remember that the money on individual pension accounts is stored in the UAPF indefinitely and does not have a specific expiration date. In addition, investment income is constantly accrued on them. It is accrued weekly on funds until they are exhausted, that is, even if you retire and already start receiving payments, investment income continues to accrue on the remaining savings. It should also be noted that the state guarantees the safety of mandatory pension contributions in the amount of funds actually deposited, taking into account the level of inflation at the time of the recipient's acquisition of the right to pension payments (Article 5 of the Law of the Republic of Kazakhstan "On Pension Provision in the Republic of Kazakhstan").
3) I can't log in to the mobile app, I wanted to make changes to my banking details, because I want to change my phone number?
When you log in to the ENPF mobile application and the "Personal Account" on the enpf website.kz in order to ensure the security of our depositors ' personal information, an SMS code is sent to the phone number that was registered in the Fund's database. If you change the specified number, then you have the following ways to make changes and update your personal data: 1) on the enpf website.kz in the "Electronic services" section, select the subsection "Make changes and (or) additions to the details", log in to the page using an electronic digital signature( EDS); 2) through any branch of the UAPF; 3) take advantage of the joint project of JSC "UAPF" and JSC "Kazpost" to provide services in more than 300 service points of the national postal operator. Addresses of post offices where it is possible to get this service on the Fund's website https://www.enpf.kz/ru/services/kazpost/index.php On the enpf website.kz You can not only make changes and additions to your banking details, but also get a certificate of the availability of an individual pension account, get an extract from the IPS, send an appeal with a question of interest, order a departure of the "Mobile office", a callback, calculate the projected size of the future pension using the "Pension calculator". You can also use it to track the account status, find out about all changes in the pension system, see the location of the nearest UAPF office and even call the contact center. Also, each UAPF depositor can use the website and mobile application to find out whether he has enough funds in his individual pension account to exercise his right to use part of his pension savings for housing improvements or medical treatment, or to transfer them to companies that manage an investment portfolio.
4) Good afternoon! Can I make mandatory pension contributions for myself?
In accordance with the current pension legislation of the Republic of Kazakhstan, mandatory pension contributions are subject to payment by depositors, by transfer by the depositor's agent (employer). At the same time, only the following individuals can pay mandatory pension contributions (OPV) in their favor by transferring to the non – profit joint-stock company "State Corporation "Government for Citizens" (formerly-GTSVP): - individual entrepreneurs; - private notaries; - private bailiffs; - lawyers; - professional mediators; - individuals who receive income under civil contracts; - payers of a single aggregate payment. Thus, if you do not belong to the above category of persons, then it is not possible to independently replenish an individual pension account formed at the expense of the OPV. Note that in order to receive higher pension payments in the future, you can already pay voluntary pension contributions in your favor in parallel with the OPV. They can be made by both individuals in their favor, and individuals and legal entities in favor of a third party. At the same time, the amount and frequency of payment of the DPA are established by an individual or a legal entity independently. One of the advantages of paying the DPA is that when an individual pays the DPA in his favor at the expense of his income, the tax legislation provides for a tax deduction for the amount of the DPA paid. In addition, starting from January 1, 2021, the personal income tax paid by the tax agent (employer) at the expense of its own funds in favor of the employee is deducted when calculating corporate income tax. At the same time, the amounts paid by the employer for the benefit of the employee are not taken into account when taxing the employee's income. In addition, investment income is accrued on the DPV, as well as on the OPV, which can significantly increase your savings. It should be noted that since May 1 of this year, the first voluntary pension contribution received by the UAPF is also the basis for opening an individual pension account for accounting for DPV. Thus, the depositor (recipient) does not need to visit the Fund's office, the identification of the individual in whose favor the DPV is made will be carried out according to the personal data (full name, IIN, date of birth) specified in the electronic format of the payment order when transferring the DPV, and all the necessary information: about the details of the current identity document of the individual, about the place of permanent residence, other information will be obtained by the UAPF from the relevant information systems of state bodies. Payment of DPV to the UAPF can be made through second-tier banks (STB) or JSC "Kazpost". Individual STBs provide the opportunity to transfer contributions online (via a mobile application or self-service terminals). In addition, it is possible to submit an application to the employer, on the basis of which the latter will regularly transfer the DPV to the UAPF in favor of the applicant or a third person. In addition, if you do not have a permanent income and, accordingly, do not replenish your individual pension account regularly, then in this case you can pay in your favor a Single Aggregate Payment (ESP), which provides for a simplified procedure for registering the activities of informally employed with the tax authorities. It combines four mandatory types of payment: individual income tax (IIT); social contributions to the state social insurance fund; pension payments to the UAPF; contributions to the Mandatory Social and Medical Insurance Fund. The size of the ESP: 1 MCI – for individuals living in cities of republican significance, the capital and regional significance (2,917 tenge in 2021); 0.5 MCI – for individuals living in other localities (1,458.5 tenge in 2021).
5) Can I pay for the ESP in the current month for the past and how to do it?
The ESP is payable in the total amount. Payment of the ESP is made by depositing the ESP by the payer in cash or by non-cash method through banks and organizations performing certain types of banking operations to the bank account of the State Corporation, taking into account the requirements of the Law of the Republic of Kazakhstan "On Payments and Payment Systems". The payment of the ESP by the payers is carried out independently or by a third party in their favor, indicating the month of the calendar year for which the ESP is paid in the format "MMYYYY". At the same time, the ESP can be paid for the current and subsequent months of the calendar year. It is impossible to pay the ESP for the past months.
The size of the ESP: 1 MCI – for individuals living in cities of republican significance, the capital and regional significance (2,917 tenge in 2021); 0.5 MCI – for individuals living in other localities (1,458.5 tenge in 2021).
