Since 2019, Kazakhstan has introduced the Unified Cumulative Payment (UCP), which will allow the self-employed to fully participate in the tax, pension and medical systems.

📌 Who pays the UCP?

Anyone with an income not exceeding 1,175 MCI per year, who performs work and services for natural persons and does not use the labor of an employee, can become a participant in the UCP. This includes people who work for themselves or for hire, but without an employment contract or registration of IE. For example, tutors, makeup artists who provide services at home, cab drivers, housekeepers, on-call locksmiths, and even those who sell surplus from their garden.

📌 The monthly amount of the UCP is:

for urban residents - 1 MCI, for rural residents - 0.5 MCI.

📌The UCP combines four payments into one - individual income tax, mandatory pension contributions, contributions to health and social insurance funds.

📌How do I pay the UCP?

UCP is paid by taxpayers themselves or by a third party for their benefit, indicating the month of the calendar year for which payment is made. UCP can be paid for the current and subsequent months of the calendar year. If there was no income in the current month, the payer may not pay UCP.

You can pay UCP in a cashier's office of any bank in Kazakhstan, as well as through their mobile applications or in Kazpost offices. To do this, you need to show your ID card and make a payment by PPC "183" to the bank account of the Government for Citizens.

📌 How is the amount of the USP distributed?

The amount is transferred to the account of the state corporation. And then it is distributed in the following proportion:

✅10% - individual income tax

✅20% - social contributions to the State Social Insurance Fund

✅30% - pension contributions to the UAPF

✅40% - contributions to the Social Health Insurance Fund.

What rights and guarantees do UCP payers have?

📌Paying the Unified Cumulative Payment to self-employed individuals allows them to

✅ participate in the mandatory social health insurance system;

✅ make pension savings and, depending on the length of participation in the pension system, entitle them to a basic pension payment;

✅ in cases of disability, loss of employment, loss of the breadwinner, pregnancy and childbirth, adoption of a child, and care for a child under 1 year of age, receive social benefits.

❗️❗️❗️It is important to know:

1 MCI in 2021 = 2,917 tenge

The UCP payer, if necessary, has the right to request information from the State Corporation about the enumerated amounts of SC, MSHI, CPC and IIT paid in a unified cumulative payment.
