«March 15-World Consumer Protection Day!»

On March 15, 2021, the World Consumer Protection Day will be held under the slogan "Fight against Plastic Pollution".

This year, the World Consumer Organization focused on the problem of combating plastic pollution. In order to preserve natural resources and improve social conditions for present and future generations, the World Consumer Organization calls on every consumer to adhere to the principles of rational and responsible consumption of goods and services, to use, store, transport and dispose of products not only safely for the health of consumers, but also for the environment.

The legislation of the Republic of Kazakhstan on consumer protection as a branch of law emerged in Kazakhstan relatively recently – in the early 1990s. Until that time, the regulation of relations to meet the needs of citizens was carried out mainly by the norms of codified civil legislation.

In connection with the entry into force of the Law of the Republic of Kazakhstan "On Consumer Rights Protection" of May 4, 2010, the internationally recognized consumer rights and guarantees of their implementation were consolidated. This Law provides for increased guarantees of protection of rights in the event of harm to the life, health or property of citizens, establishing the responsibility of the manufacturer for the products produced, both to the consumer and to other persons, regardless of whether there is a contractual relationship between them.

On June 25, 2020, the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Consumer Rights Protection"was adopted. This law amended the Law of the Republic of Kazakhstan "On Protection of Consumer Rights". A three-stage complaint review mechanism has been introduced, i.e. a pre-trial procedure for resolving disputes in the field of consumer protection is provided.

The law introduced the unified Information System for the protection of consumer rights (UISPP) from January 1, 2021.

The EISC is an information system designed to automate the process of receiving and reviewing consumer complaints, systematizing them and registering them at all levels of the consumer protection system. Every consumer can access the site www.e-tutynushy.kz via a computer or mobile app and send your appeal on consumer protection issues.

Consumers for the protection of their rights can also contact the Department for the Protection of Consumer Rights of East Kazakhstan Region (Ust-Kamenogorsk, Burova str., 20, phone 8/7232/267207, e-mail: dzpp.vko@mti.gov.kz).
