Theses of the report of the akim of the Ulan district on the work done for 2020 and on the tasks for 2021

Good afternoon, dear fellow countrymen, dear Ulan!

The past year has been significant for the Ulan district, as a whole for the people of Kazakhstan, full of political, social and social events. We held a large national event, elected deputies of all levels. We began to solve social problems of the population in a new format, held large events dedicated to the 175th anniversary of the great Abai, celebrated the 100th anniversary of our fellow countryman – Hero of the Soviet Union Tolegen Tokhtarov. The most important thing is that with new plans and ideas, we have confidently stepped forward into 2021. Let me elaborate on the work done last year.

The main directions of the district's policy are reflected in state and regional programs and are aimed at implementing the priorities and instructions of the President of the Republic of Kazakhstan Kasym-Jomart Tokayev.

In 2020, the local executive bodies of the Ulan district received 1129 appeals (in 2019 – 2086 appeals), including 968 appeals (85.7%) were given corresponding written explanations, 152 (13.4%) were satisfied (in 2019 – 2057 (95.8%)), 9 appeals (0.8%) were not satisfied (in 2019 – 21 (1 %)), almost all of these appeals relate to land use issues. The decrease in the number of requests is due to the implementation of the "Hearing State" concept, the result of active work in social networks of akims and akimats of all levels and other responsible persons within the project. Within the framework of the "Adal Komek" project, 26 live broadcasts were held in the Ulan district and free legal assistance was provided to 63 citizens. Through the social network, we received 117 questions, to which we tried to give comprehensive answers. In addition, work is constantly carried out on the official websites, pages of the akim and akimat of the district.

On the eve of the 25th anniversary of the Constitution of the Republic of Kazakhstan, a service akimat in the "Open space"format was opened on the first floor of the district akimat building. All comfortable conditions have been created so that citizens can receive public services on the principle of "One Window". Today, in the service akimat, public services are provided on a regular basis by specialists of the departments of housing and communal services, passenger transport and highways, land relations, agriculture and entrepreneurship, employment and social programs.

In 2020, despite the pandemic, the positive dynamics of the development of the district's economy remained. The district's development budget increased by 61% compared to 2019. If in 2019 10 investment projects worth 2.3 billion tenge were implemented, in 2020 30 projects worth 3.7 billion tenge were implemented. The amount of funds allocated for current repairs increased by 11.4 times, in 2019 it amounted to 220.0 million rubles. tenge, and in 2020 increased to 2.5 billion tenge. Last year, there was a positive growth trend in the main indicators of the economy. The volume of gross agricultural output amounted to 49.3 billion tenge (an increase of 110.1%). The volume of construction works increased by 190.9% and amounted to 14.1 billion tenge. Own trade turnover increased by 107.2% (9.8 billion tenge). The volume of attracted investments amounted to 15.1 billion tenge (an increase of 147.7%). The amount of taxes received by the local budget increased by 102.4% and amounted to 1.7 billion tenge.

Agricultural industry

Agriculture is an important branch of the district's economy. The volume of gross agricultural output amounted to 49.3 billion tenge, or an increase of 110.1%. The physical volume index was 100.4%.

As of January 1, the district has 61.2 thousand heads of cattle (104.5%), including 32.0 thousand heads of cows (121.1%), 80.0 thousand heads of sheep and goats (110.1%), 33.5 thousand heads of horses (114.4%), 10.3 thousand heads of pigs (99.6%) and 1577.7 thousand heads of poultry (90.6%).

Produced 46.9 thousand tons of meat or a growth rate of 104.2%, milk-74.5 thousand tons or 109.0% (1096 kg per head), eggs-25.8 thousand pieces or 101.2%.

In total, in 2020, 1.8 billion tenge was allocated for the development of agriculture, including animal husbandry, and 231.2 million tenge for crop production. Subsidies for reimbursement of expenses incurred during investment investments 323.6 million tenge.

Construction and installation works of 2 MTF and reconstruction of 1 MTF have been completed. In the Ulansky district, there are 13 milk collection points from the population. Of these, 2 additional CPDs were opened in Bozanbay and Targyn rural districts in 2020. In total, 10.9 thousand tons of milk were collected (102.0% of the annual plan) from 2711 heads of dairy cows, the growth in milk volume is 146%. In 2020, the average purchase price of milk was 80 tenge (in the summer period from 75 to 85 tenge) in (in the winter period 90-100 tenge).

In 2020, the sown area amounted to only 117.0 thousand hectares, including: cereals-38.36 thousand hectares, oilseeds-31.62 thousand hectares, potatoes-0.78 thousand hectares, vegetables-0.16 thousand hectares and forage crops-46.08 thousand hectares.

This year, 2,795 tons of diesel fuel worth 167 tenge per liter were allocated to agricultural organizations of the district for the autumn sowing works. Grain threshed on an area of 38.36 thousand hectares, the yield was 7.2 c / ha, the gross harvest was 28.8 thousand tons. Oilseeds were threshed on an area of 32.0 thousand hectares, the yield was 10.5 c / ha, the gross harvest was 33.7 thousand tons.

For feed, 200.0 thousand tons of hay, 11 thousand tons of haylage and 31 thousand tons of silage were harvested.

Our task is to ensure food security and create a food belt around the regional center, to produce competitive production products with effective use of land and water potential, to increase production efficiency through the introduction of intensive technologies, and to further develop processing.

In order to stabilize food prices, 127 memoranda were signed between the local executive bodies of the district and entrepreneurs (no more than 10% for basic necessities). During the reporting period, 47 fairs were held and products worth 59.9 million tenge were sold at affordable prices.

Land relations

To date, there are 603 thousand hectares of farmland in the Ulan district. Of these: hay-33 thousand hectares, pasture-395 thousand hectares, arable land-130 thousand hectares. This year, 110 agricultural land plots with a total area of 17 thousand hectares were returned, including: by termination of the lease agreement-21 land plots (3.4 thousand hectares), in connection with the expiration of the lease term – 89 land plots (13.6 thousand hectares). In general, in 2020, as a result of the work done, 32 land plots (6.8 thousand hectares) were distributed on a competitive basis to new farms.

For optimal solution of the problem of unused land, it is necessary to conduct intensive explanatory work. Not all citizens are aware that if the fact of non-use of land is confirmed, the land tax will be increased 10 times, if the land is forcibly withdrawn, this citizen will not have the right to receive other land from the state for 3 years.

Social sphere

In the Ulan district, the number of pensioners is 5960, including: veterans of the Great Patriotic War – 2 people, veterans of the home front-361 people, including those awarded medals during the war – 9, disabled people-1280 people, including disabled children-95.

In 2020, 17 wheelchairs, 70 orthopedic and 25 typhoid aids were provided to disabled people, and 60,142 sanitary and hygiene products were issued to 87 disabled people.

Social workers serve 260 people at home, including 210 single pensioners, 22 disabled people and 28 disabled children.

According to the decision of local representative bodies, material assistance was provided from the district budget to certain categories of citizens, 1,689 people in the amount of 53 million tenge.

114.1 million tenge was allocated and disbursed for targeted social assistance.

Targeted social assistance was assigned to 274 families (1,420 people, 929 children), including:

- 116 large low-income families (759 people, 540 children);

- 158 low-income families (661 people, 389 children).

14.9 million tenge for providing guaranteed social packages to families-recipients of targeted social assistance, tenge was allocated, 2778 guaranteed social packages were issued to children from 1 to 6 years old.

51.5 million tenge was allocated from the republican budget to provide food and household kits for certain categories of the population, 2142 people were paid.

1) disabled people - 469 people;

2) disabled children under 16 - 95 children;

3) families with a disabled child-107 families;

4) among the recipients of TSA, children from 6 to 18 years old - 381 children (175 families).

5) unemployed persons registered in the employment center-190 people.

The cost of the food package is 5567 tenge for 1 person.

During the period of emergency situations and restrictive measures, the received appeals of citizens-employees and self-employed people sent on vacation without pay were considered, work was carried out on the payment of social benefits in the amount of 42500 tenge. According to the appeals received from April to September 1, 10,709 people received 735.0 million tenge.

Housing assistance was assigned to 289 families in the amount of 7.0 million tenge.

Housing certificates for socially vulnerable segments of the population in 2020 amounted to 2.0 million tenge for 2 families (1-a large family, 1-a single-parent family).

Employment

Within the framework of the 2nd direction of the Program for the Development of Productive Employment and Mass Entrepreneurship in 2020, according to the plan, 194.0 million tenge is provided, 240.8 million tenge is spent, 56 jobs (124.1%) are created.

The number of unemployed registered in the employment center in 2020 is 189 people, the share of registered unemployed in the economically active population is 0.9 %.

In total, 854 people were employed for vacant jobs during the year.

According to the "Enbek" program, 33 people are covered by temporary jobs. In 2020, the comprehensive employment plan was implemented by 132.6%, 1171 people were employed by all types and sources of employment in the district.

Within the framework of the state program of industrial and innovative development of the Republic of Kazakhstan, the following projects are being implemented:

JSC "Ust-Kamenogorsk Poultry Farm": At

the end of 2020, the SPIID included the project "Expansion of broiler production of JSC "UKPF" to 55 thousand tons of meat products per year". The total cost of the investment project is 15 000,0 million tenge. Current status: currently, the POI is being developed, survey work is underway. It is planned to create more than 713 permanent jobs.

«OstFish LLP»:

In the vicinity of the village of Saratovka, the project "Production of caviar and meat of sturgeon species of the Bester hybrid" has been implemented since 2014. The goal of the project is to create a production of fish products and bring them to the market of Kazakhstan and beyond. The total cost of the project was 1,881. 6 million tenge. Today, all three modules, an administrative and household complex, and a modular boiler house have been built. Within the framework of the DKB-2020, infrastructure, outdoor networks (electricity, water, lighting and ventilation) were carried out, equipment was installed. The final stage of the project is the primary processing of the grown product (catch, flake cleaning and cooling). The output to the design capacity (45 tons of sturgeon meat and 4 tons of caviar) is planned for 2022.

"CREADA CORPORATION LLP"»:

In 2020, the SPIID included the project "Construction of a modern enterprise for processing pegmatite ores to produce lithium oxide concentrate". The total cost of the investment project is 880.0 million tenge, own funds. Location: Ulansky district, 60 km from Ust-Kamenogorsk by road to the village of Samarskoye, 3 km north-west of the village.Targyn. Production capacity - 30.0 thousand tons per year, it is planned to create more than 120 permanent jobs. A license for exploration and subsequent production has been obtained, and a geological assessment project is being developed.

Tourism is an internal reserve in the development of the district's economy. In accordance with the quarantine restrictions in 2020, the number of travelers amounted to 12,686 thousand people and decreased by 52.4% (or 13,911 thousand people). The volume of services rendered amounted to 88.3 million tenge, a decrease of 46.1%.

There are tourist facilities in the area. Work continues on opening new recreation centers and reception areas.

The construction of the Zhibek Zholy complex on the Korzhynkol of the Siberian Lakes continues. (The total cost of the project was 2.0 billion tenge. To date, a hotel with 50 seats, a dining room with 90 seats, summer and winter gazebos, gazebos for relaxing on the water, a cable car in the center of two mountains have been built. A cafe with 120 seats is under construction).

The Sibiny diving center successfully operated on Lake Shalkar. K/h "Eldos" is implementing a project to open a sports and amateur fishing club on the Ablaketka reservoir.

To improve the infrastructure, the regional budget allocated funds for the development of design and estimate documentation for the construction of a highway to Lake Shulygaly. (The decision of the Government of the Republic of Kazakhstan On the transfer of land on which the road to Lake Shybyndy passes from the forest fund to the balance of the district is being prepared).

The state expertise of the POI for the construction of the museum named after Z. Samashev in the village of Besterek is being developed.

Construction

In the village of Kasym Kaisenov, the construction of two 40-apartment rental housing and one 80-apartment loan housing, as well as 8 two-apartment residential buildings for waiting lists from the category of large families and other categories of the population has been completed. 2 large families received housing from the "Paryz" fund, 5 families received housing under the "Bakytty Otbasy" program. A total of 103 families received access to apartments and private homes. At the end of the year, 17.8 thousand m2 of housing was commissioned, or an increase of 291.9%. This work will continue in 2021.

Repairs

38.7 million tenge was allocated for the repair of the roof of the district hospital in the village of Tavricheskoe, 94.0 million tenge for the hospital in the village of Bozanbay. 6 cultural institutions (P. K. Kaisenov, S. Targyn, S. Sagyr, S. Aiyrtau, S. Ulan, S. Privolnoye) were repaired for 90.0 million tenge. For the reconstruction of the bridge in the village of Mamai Batyr (287.7 million tenge), for the power supply system of the village of Gerasimovka (290.7 million tenge), the current repair of water supply networks in the villages of Aiyrtau (20.9 million tenge), Almasai (20.3 million tenge), Ulan (33.5 million tenge) was carried out. In the village of Kasym Kaisenov and the village of Tavria, the average repair of internal roads was carried out. (236.0 million tenge). Also in the district center there is a boiler unit of the central boiler house (188.2 million tenge), water supply systems (89.8 million tenge), construction and installation works of the transformer station of the 4th quarter (57.2 million tenge) and current repairs of the KNS (15.0 million tenge). Average repairs were carried out in the courtyards of 7 multi-storey buildings(№№ 10 – 12, 20 – 23). Football and hockey fields have been installed in the villages of Donskoy and Ulan, and a park in the village of Bozanbai has been landscaped. The project on the average repair of roads Tavria-Kamenka (344.0 million tenge), Samara highway - the village of Manat (295 million tenge) was implemented. At the expense of sponsorship funds, 5 sports and children's playgrounds were built in the district center, bridges were built in the villages of Besterek and Verkhnyye Taiynty.

Providing the population with clean drinking water is also one of the main directions of our work. The President of the country set the task of connecting the entire population of Kazakhstan to centralized water supply sources. In our district in 2018, the provision of SNP was at the level of 34% or 16 localities, by the end of 2019-26 or 57.8% of 45 localities. In 2020, a water supply system was installed in the village of Targyn, block-modular water supply stations were installed in 3 villages, or currently 66.7% of the population of the SNP is provided with clean drinking water.

The reconstruction of the KNS of the village of Kasym Kaisenov is underway. In the village of Gerasimovka, work on the construction of water supply networks is being completed. Tenders were held for the construction of water supply networks in the villages of Sagyr and Novo-Odesskoye, work began in the village of Gagarino, the construction of the water pipeline is planned to begin in 2021. By 2023, 10 settlements of the district (Aiyrtau, Almasay, K. Kaisenov, Mitrofanovka, Kamenka, Saratovka, Ulan, Tavria, Bozanbay, Asubulak) will be repaired for existing water supply networks. At the stage of development of the POI for 7 SNP (Proletarka, Verkhniye Taiynty, Bayash Utepova, Izgutty Aitykova, Algabas, Otradnoye, Besterek). It is also planned to develop a POI for 2 SNP (Ognevka, Makeyevka). As a result, by 2023, the population's access to water supply services in the villages will be 100%.

Internet and mobile communication

In accordance with paragraph 1 of Article 29 of the Law of the Republic of Kazakhstan dated July 5, 2004 "On Communications", telecom operators independently plan and implement the development of communication networks. Financing of the events is carried out at the expense of own and borrowed funds.

To date, the companies KaR-Tel LLP (Beeline) and Tele 2 LLP have implemented a project to provide Internet access (3G/4G) and mobile communications with a population of more than 250 people in the settlements of the Ulan district. In the villages of Novo-Azovoye, Bayash Utepov, Otradnoye, Verkhnyye Tayynty, Mitrofanovka, Kamenka, Ognevka, I. Aitykov, Proletarka, Asubulak, towers for receiving and transmitting cellular signals are installed.

Also in 2020, Kazakhtelecom JSC implemented the project "Providing broadband access to rural settlements of the Republic of Kazakhstan using fiber-optic communication lines technology" in the villages of Asubulak, Bozanbay, Targyn and Ulan.

In September of this year, communication lines were installed to connect to the Internet in the villages of Aitykov, Besterek, Ognevka of the Ulan district.

In the area of 45 localities, 27 localities or 60% are covered by mobile communication and the Internet.

Roads

As for the issue of roads, last year 100.0 million tenge was allocated for maintenance, work was carried out on filling holes on 5400 m2 of road, current and average repair of 121 km of road surface, repair of 3 culverts, mowing grass on the roadsides, installation of road signs.

In 2020, the Republican State Enterprise on the right of economic management "National Center for the Quality of Road Assets" of the Committee of Highways of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan for the implementation of quality control of road construction materials at the objects of medium repair of highways of Ulan district significance signed a contract for 4.0 million tenge tenge. Quality control of road repair works on the following objects was carried out:

- Average repair of the section of the highway "Tavria-Kamenka-Troynitskoe" 10-30 km;

- Average repair of streets of the village of Kasym Kaisenov;

- Average repair of Kasym Kaisenov Street in the village of Tavricheskoe;

- Reconstruction of the bridge in the village of Mamai Batyr.

To date, 61.9% of local roads are in good and satisfactory condition, the main goal in this area is to increase this result to the level of 76.1% in 2021.

Education

In 2020, 217 graduates graduated from the school. The average score of UNT participants is 70%, which is 6% higher than in 2019, 8 graduates received "Altyn Belgi", 5 graduates received "Certificate with honors". 89 graduates received grants, of which 11 children are trained under the grant of the Akim of East

Kazakhstan region

It is no accident that Elbasy N. A. Nazarbayev has always separately noted the merits of teachers and the first title in the country "Enbek Eri" (Hero of Labor) was awarded to an ordinary teacher. In our country, on the instructions of President K. K. Tokayev, a gradual increase in the wages of employees in the field of education continues and in the coming years will amount to an increase of 200 percent. We have solved all the necessary issues of material and technical support of schools and kindergartens. In 2020, 22 schools were renovated (447.1 million rubles). tenge). All schools in the district have internal sewers. All educational institutions are provided with video surveillance, Internet, and offices of the new modification. On the basis of the school. R. Marsekova is implementing a project to ensure the establishment of the Nazarbayev Intellectual School according to the standards. Now we expect from our respected teachers that the Ulan district will be able to restore the lost positions in this area, and our children will again take high places in the most prestigious educational competitions, Olympiads and tournaments. I know that education workers have always been and will always be the driving force of our district, and I thank them for their selfless work during this difficult period!

Medicine

In the district, medical services are provided to the population by 1 district hospital, 9 outpatient clinics, 4 FAPs, 20 medical centers. The level of general morbidity of the population decreased by 8.6%, maternal mortality was not registered. The incidence of cancer decreased by 6.8%, mortality-by 18.6%.

3 new ambulances have been transferred to our district hospital, and 5 new ambulances have been allocated for the ambulance stations located in our district.

Fighting the coronavirus

According to the KKBTU of the Ulan district, 699 registered cases of COVID-19, of which 675 people recovered (96.6%), including 162 people-discharged from hospitals, 13 people - on outpatient treatment, 12 people-unfortunately, died. There are no patients in the hospitals.

For full-fledged provision of medical care and treatment on the direct instructions of the President, as well as with the constant support of the akim of the region, an infectious stat center for 85 beds has been deployed in the district hospital of the village of Tavria. Also, the deployment of an infectious diseases hospital in the village of Bozanbay for 60 beds is ready (repairs are carried out at the expense of the regional budget for 94.0 million tenge.

The district hospital received the drug Favipiravir of a strong spectrum of action in the amount of 6100 tablets, of which 1009 tablets have been used today, the remainder 5091 tablets. The drug was used by 20 patients, all of them completed the course of treatment and were discharged.

From the fund "BizBirgemiz", created on the initiative of Elbasy, assistance in the amount of 50 thousand tenge was received by 618 of our fellow countrymen (large families, orphans, pensioners receiving a minimum pension) in the amount of 31 million tenge, and food packages in the amount of 410 pieces were delivered to the district for the 75th anniversary of the Victory in the Second World War, which were distributed to war veterans and home front workers (3.7 million tenge). From the regional fund "Paryz" assistance in the amount of 10 thousand tenge was received by 1020 people in the amount of 10.2 million tenge. Assistance in the calculation of 5567 tenge was received by 1812 people for a total amount of 50, 4 million tenge. Assistance for the repayment of utilities was received by 2,747 people in the amount of 82.4 million tenge.

Cultural sphere

In the field of culture in the district today, 1 district House of Culture, 2 rural Houses of Culture, 19 clubs, 9 libraries provide services to the population. In cultural institutions, there are 105 circles with a coverage of 1,408 people. There are 8 teams that have the title "People's".

90.6 million tenge was allocated for the current repair of the premises of the district House of Culture and rural clubs. The roof of the buildings of the Targyn, Sagyr rural clubs, the facade of the Ayyrtau, Ulan, Privolnensky rural clubs was repaired.

Significant events in 2020 were the 175th anniversary of Abai, the 1150th anniversary of the philosopher Al-Farabi, the 750th anniversary of the Golden Horde, and the 25th anniversary of the Assembly of People of Kazakhstan. In total, 529 cultural events were held in this direction during the year, covering 98,212 people. Of these, 17 are online concerts.

The district has 1 archaeological monument of national significance "Ablaiket Mound" and 36 historical and archaeological monuments of local significance registered in the republican register.

Reference plans and schematic maps of all historical and cultural monuments that are currently on the republican list were made by order of the production creative association "Ust-Kamenogorsk Archive Fund".

Protective boards of monuments, made by special order from the region, were distributed to the akims of rural districts and settlements, as well as installed in the locations of archaeological and architectural monuments.

Physical Education and Sports

The number of sports facilities for the development of mass sports and attracting the population to sports is 226, of which: 3 stadiums, 4 sports complexes, 12 hockey boxes, 126 flat courts, 37 sports halls, including 35 sports halls are attached.

The population coverage of physical culture and sports reached 13,528 people, which is 35% of the total population of the district. In the district of 1328 people with disabilities, 31 people are constantly engaged in sports.

In order to promote and develop mass sports in the district in 2020, 50 district, 1 regional, 1 republican events were held. The number of participants in the district competitions was 4400 athletes.

In January 2020, at the Championship of the Republic of Kazakhstan in Ekibastuz, our athlete Aishagul Eleubaeva became the bronze medalist.

Hockey players of the district in the team "Ulan-Bagration", students of Privolnaya and Tavrichesky secondary schools, multiple winners of the regional tournament "Zhuldyzsha"in February 2020, the team of the Ulan district took the III place at the regional ice hockey tournament in Ridder.

On February 15, 2020, the district volleyball tournament in honor of the veterans of the Afghan War was held in the village of Kasym Kaisenov, where the team of the Ulan district took the first place. .

At the East Kazakhstan Region Arm Wrestling Championship, which was held from 1 to 3 February 2020 in Ust-Kamenogorsk, the team of the Ulan district took the first place.

On January 16-19, 2020, at the East Kazakhstan Region Togyzkumalak championship, the team of girls and boys took the second and third places.

On January 10-12, 2020, Sabiolla Nurzhaz took 1st place at the East Kazakhstan Judo Championship among women.

Fighting crime

In 2020, as a result of systematic work aimed at combating crime, the number of registered crimes decreased from 207 to 253 facts (2019), which means that the crime rate decreased by 18.2%. Crimes of average severity decreased by 86 (2019 – 183 cases) - 53%, especially serious crimes – by 3 (2019-1 case), theft of property-by 77 (2019 – 166 cases) - by 53.6%, theft of livestock - by 33 (2019 – 46 cases) – by 28.3%, robberies of apartments or houses - by 8 (2019 - 16 facts) - by 50%.

Dear fellow countrymen!

All the above-mentioned and initiated works will be continued without fail, in addition, next year we plan that the main focus of development will be transferred from the district center to other rural localities . In particular, internal main roads will be repaired in two former district centers - in the villages of Bozanbay, Tavria, and Aiyrtau, we also plan to build three sports and recreation complexes in these villages, and repair the FAP in the village of Sagyr. Of course, the rest of the SNP will not be ignored. Work will continue on the repair and construction of roads, social and cultural facilities, street lighting, and provision of clean water.

Plan for 2021:

Bringing the volume of milk purchased from the population to 11 thousand tons;

The year 2020 has become an hour of trial for us, in which our unity and solidarity are tested. Despite the current difficulties, we carry out systematic work aimed at solving urgent problems of the population. Not a little has been done, but more needs to be done. Therefore, we call on all our fellow countrymen to work together to strengthen peace, tranquility and increase the well-being of everyone.

The internal reserve that gives impetus to the development of our district is high. The main thing is that we have a united, hard-working people. We have set the appropriate plans and tasks, which we will definitely fulfill.
