Dear residents of the Ulan district!

Compulsory social health insurance (OSMS) has been introduced in the Republic of Kazakhstan since January 1, 2018. The OSMS guarantees all insured citizens of Kazakhstan, regardless of gender, age, social status, place of residence and income, equal access to medical and medicinal care at the expense of the Social Health Insurance Fund.

The Law on compulsory health insurance in the Republic of Kazakhstan provides for the protection of socially unprotected categories of the population, which, according to paragraph 4 of Article 28, include:

  • children;
  • persons registered as unemployed;
  • non-working pregnant women;
  • non-working person (one of the legal representatives of the child), raising the child (children) until the age of three years;
  • persons who are on leave in connection with pregnancy and childbirth, adoption of a newborn child, child care (up to the age of three years);
  • non-working persons caring for a disabled child ;
  • recipients of pension payments, including participants and disabled people of the Second World War;
  • persons serving sentences under a court sentence in penal institutions (with the exception of minimum security institutions);
  • persons held in pre-trial detention facilities;
  • non-working oralmans;
  • mother of many children awarded "Altyn Alka", "Kumis Alka" or got before the rank "Mother-heroine" or the order "Maternal glory" I or II degree;
  • disabled people;
  • persons studying full-time in organizations of secondary, technical and professional, post-secondary, higher education and postgraduate education;
  • a non-working person who takes care of a disabled person of the first group from childhood;
  • non-working recipients of state targeted social assistance.

Military personnel, employees of special state and law enforcement agencies will receive services in their departmental medical institutions, and med. insurance in other cases will be covered by the state.

Since January 1, 2019, a single aggregate payment has been introduced.

The Single Aggregate Payment (CAP) is a simplified tax form for the self-employed and informally employed, allowing registration of almost any activity that is not illegal.

Simply put, it is the people who work for themselves or in employment, but without employment contract or registration (e.g.: hairdressers shearing house, seamstress, shoemakers, taxi drivers are engaged in private carrying, not registered as individual entrepreneurs, etc), selling agricultural products derived from the operation of private farming (sell meat, milk, butter, surplus from his garden)

The ESP makes it possible to officially register yourself as an entrepreneur. No reports or documents need to be prepared for this purpose.

Payment of monthly ESP provides the following opportunities:

First: to participate in the system of compulsory social health insurance and get access to medical services, unlimited in amount and types, with the right to choose a medical institution after the introduction of OSMS.

Second: to participate in the funded pension system and receive a basic pension payment depending on the length of service in the system. In addition to replenishing their pension savings in the Unified Accumulative Pension Fund, ESP payers will be able to receive a basic pension in an increased amount due to the fact that the length of service will be fixed.

Third: receive social benefits in cases of disability, loss of employment, loss of breadwinner, pregnancy and childbirth, adoption of a child, child care.

Another advantage is that by confirming their income, the potential creditworthiness of citizens increases. That is, now you can officially get a loan from a bank, confirming your solvency with regular payments.

The size of the monthly ESP for urban residents is 1-fold the size of the MCI (2917 tenge) and 0.5-fold the size of the MCI for rural residents (1458 tenge 50 tiyn), according to registration at the place of residence.

ESP payers do not provide tax reporting.

The ESP combines four payments into one: individual income tax, mandatory pension contributions, contributions to the Social Health Insurance Fund and the State Social Insurance Fund:

- 10% on individual income tax;

- 30% of the pension contribution in the Fund;

- 40% of the contributions to the HIF;

- 20 % social contribution to the State Pension Fund
