In connection with the decree of the President of the Republic of Kazakhstan dated December 26, 2019 № 229, "on the introduction of a moratorium on inspections and preventive control and supervision with visits to the Republic of Kazakhstan", the Department for emergency situations of the Ulan district informs You that it is impossible to conduct inspections for compliance with fire safety requirements by small businesses, including micro-enterprises.
In order to prevent fires and accidents, we ask you to take special control over compliance with the requirements of the fire safety Rules approved by the Decree of the Government of the Republic of Kazakhstan dated October 9, 2014 № 1077, namely:
Item 2-7. the Person responsible for the operation of fire automation systems and
installations ensures:
1) compliance with the requirements of these Rules;
2) control and acceptance of maintenance and scheduled preventive repairs in accordance with the schedule and schedule of work under the contract;
3) maintenance of fire automation systems and installations in working condition by organizing timely maintenance and scheduled preventive repairs;
Point 2-20. In buildings and structures (except dwellings), in the case of simultaneous stay on any floor of 10 people and more, are developed and posted on each floor of the building, the emergency exits from the floor at a distance of not more than 20 m length of corridor plans of evacuation of people in case of fire, containing the order of actions of employees of the organization to conduct safe evacuation, call fire service organization and fire fighting before the arrival of fire units.
Item 2-24. Changing the functional purpose, carrying out major repairs, technical re-equipment, reconstruction and redevelopment of buildings and structures without the design and estimate documentation developed and approved in accordance with the established procedure is not allowed.
Point 2-25. When renting buildings and premises, tenants comply with the requirements of these Rules for this type of building, unless otherwise specified in the lease agreement.
Item 2-27. Buildings and structures at all stages of their life cycle are provided with means of communication for calling the fire service, serviceable primary fire extinguishing equipment. Standards for providing objects with primary fire extinguishing equipment are given in Appendix 1-6 to these Rules.
Locations of primary fire extinguishing equipment, communications equipment, and fire automation systems are marked with appropriate fire safety signs if the visual perception of these means is difficult.
Point 2-30. To ensure the required fire resistance and reduce the fire hazard of structures and their finishing, it is allowed to use fire-retardant agents.
In buildings of all degrees of fire resistance (with the exception of V degree of fire resistance), the rafters and crates of attic coverings made of combustible materials should be subjected to fire-resistant treatment.
Work on the application of flame retardants (impregnations) is carried out in accordance with the requirements of the technical documentation for the fire protection product.
All current-carrying parts, switchgears, apparatuses and measuring devices, as well as safety devices of the breaking type, switches and all other starting devices and devices of electrical installations are mounted only on non-flammable bases (marble, textolite, getinax).
Connections, terminations and branches of wire and cable cores are made by crimping, welding, soldering or special clamps in order to avoid fire-dangerous transient resistances.
The junctions and branches of the wires and cables, as well as the connecting and branching clamps, are isolated, which is equivalent to isolating the cores of entire places of these wires and cables.
Connection and branch of wires and cables, with the exception of wires laid on insulating supports, are performed in connecting and branch boxes, insulation cases of connecting and branch joints, special niches of building structures, inside the cases of electrical installation products, apparatuses and machines.
Point 6-1. Electrical installations and electrical appliances in the premises are de-energized at the end of working hours (shifts).
Emergency lighting, fire extinguishing and fire water supply systems, fire and fire alarm systems remain energized. Other electrical installations and electrical products (including in residential areas) may be left energized if this is due to their functional purpose and (or) provided for by the requirements of the operating instructions.
Point 6-4. When operating electrical installations, it is not allowed:
1) use electrical networks and receivers of electrical energy in violation of the safety requirements set out in the manufacturer's instructions, electrical receivers with malfunctions that can lead to fire (cause sparking, short circuit, excessive heating of the insulation of cables and wires, failure of automatic control systems, emergency and fire protection), as well as operate electrical wires and cables with damaged or lost protective properties insulation;
2) use damaged and loose sockets, switches, and other electrical installation products;
3) use electric heating devices in the absence or malfunction of thermoregulators provided by the design;
4) to wrap light bulbs and fixtures with paper, fabric and other combustible materials, and operate lamps with incandescent lamps with removed shades (lenses) and safety nets, provided for lamp design;
5) to use the irons, with electric stoves, kettles and other electric heating devices without dedicated stands (plinths food, heating discs), eliminating the risk of fire if their presence is provided by the manual of the manufacturer;
6) use electric heating devices in all explosive and fire-hazardous areas;
7) use non-standard (home-made) electric heating devices, use uncalibrated fusible inserts or other home-made devices for protection against overload and short circuit;
8) place (store) combustible (including flammable) substances and materials at electric boards, electric motors and starting equipment;
9) use in explosive and fire-hazardous areas electrical equipment that does not have a designation of the level and type of protection against explosion and (or) fire of the manufacturer;
10) leave the connections and ends of electrical wires and cables uninsulated.
