Structure of the land fund of the district
The territory of the Ulan district is 962.5 thousand hectares, of which: agricultural
land – 603.1 thousand. ga;
lands of settlements – 76.6 thousand . ha;
lands of industry, transport, communications, defense and other non–agricultural purposes - 7.4 thousand. ga;
lands of specially protected natural territories, lands of recreational, recreational, historical and cultural purposes – 0.091 thousand. ga;
forest fund lands – 129.6 thousand . ga;
land of the water fund – 15.7 thousand . ga;
reserve lands – 121.1 thousand hectares .
As part of agricultural lands, agricultural lands amount to 567.5 thousand hectares, including: arable land - 130.8 thousand hectares, fallow - 7.3 thousand hectares, hayfields - 33.8 thousand hectares, pastures - 395.6 thousand hectares.
There are 121.1 thousand hectares in the category of land, of which: a deposit – 2.1 thousand hectares, hayfields - 27.0 thousand hectares, pastures - 64.6 thousand hectares.
The area of irrigated land is 11.1 thousand hectares, including: arable land - 9.5 thousand hectares, fallow - 1.1 thousand hectares, hayfields - 0.1 thousand hectares, pastures - 0.4 thousand hectares.
Irrigated agricultural land is 9.4 thousand hectares, including: arable land - 9.4 thousand hectares.
The category of reserve lands includes 1.4 thousand hectares of irrigated land, including: fallow – 0.9 thousand hectares, hayfields - 0.1 thousand hectares, pastures - 0.4 thousand hectares.
Consideration of citizens' appeals
During the period of 2021, the Department of Land Relations considered 70 appeals of citizens. According to the results of consideration of appeals, written explanations were given for 59, 9 appeals were satisfied, 1 appeal was terminated, 1 appeal was redirected to other state bodies.
Written answers with explanations of the current legislation were sent to the applicants on all questions.
Provision of public services
The total number of public services rendered over the past period of 2021 is 1,287, including:
1. "Issuance of a permit for the use of a land plot for survey work" - 4;
2. "Approval of land management projects for the formation of land plots" - 469;
3. "Determination of the divisibility and indivisibility of land plots" - 1;
4. "Issuance of permits for the transfer of agricultural land from one type to another" - 4;
5. "Issuance of a decision to change the purpose of the land
plot" - 63;
6. Acquisition of rights to state-owned land plots that do not require bidding (contests, auctions) – 746.
Holding meetings of the district land commission
In 2021, 25 meetings of the district land commission were held, at which 564 applications of citizens for granting rights to land plots, changing the purpose, etc. were considered.
According to the results of consideration by the land commission, 366 positive decisions were made, 198 applications were refused. The main reasons for refusal to grant rights to land plots are the provision by applicants of an incomplete package of documents, as well as the request for land plots, the provision of which, according to the norms of land legislation, is carried out only through auctions (contests, auctions).
Budget receipts
To date, 247 lease agreements and 27 purchase and sale agreements have been concluded with land users for a total amount of 3.2 million tenge.
In particular, 4 auctions for the sale of land were held this year, at which 7 plots were sold for a total amount of 4.7 million tenge.
Land involvement in agricultural turnover
In 2021, 6 tenders were held for the provision of land plots for rent for agricultural production and farming, of which: 4 main and 2 repeated. According to the results of the tenders, 21 land plots were provided, with a total area of 2.0 thousand hectares. 6 land plots with a total area of 0.2 thousand hectares were not implemented due to the lack of competitive bids.
Also, this year 2 more tenders have been announced for the provision of agricultural land, for which 11 land plots with a total area of 0.6 thousand hectares have been put up. The results will be announced in November 2021.
3.2 thousand hectares of agricultural land have been provided for the use of pasture and hay lands in order to meet the needs of the population for the maintenance of their personal farmstead.
Return of land to state ownership
Since the beginning of 2021, 21 land plots with a total area of 3.0 thousand hectares of agricultural land have been transferred to the reserve land category in the Ulan district. These land plots were transferred to the land fund in connection with the voluntary renunciation of land users of their rights to land.
On the basis of Article 82 of the Land Code of the Republic of Kazakhstan, due to the expiration of the period for which the plot was granted, 15 agricultural land plots on a total area of 2.3 thousand hectares were returned to state ownership.
Identification of unused land
Using the portal Qoldau.kz (Koldau.kz) monitoring of irrational use of pasture lands was carried out. For land users who do not have farm animals, 16 acts on the irrational use of 2.3 thousand hectares of pastures for conducting appropriate inspections have been drawn up.
On the zher geoservice.gharysh.kz (Zhergarysh.kz) cosmomonitoring of the use of arable land was carried out. An analysis will be carried out on 13.8 thousand hectares of land for further inspections.
