Opportunities for foreigners to obtain a permanent residence permit in the Republic of Kazakhstan within the list of demanded professions

For the development of human potential and in order to reduce the shortage of the most in-demand and highly qualified personnel, the Head of State in the Address to the people of the country "A just state. One nation. The Prosperous Society" of September 1, 2022 noted the importance of attracting talented foreign specialists to the country.

In February of this year, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan adopted an order "On approval of the list of professions in demand for foreigners to obtain a permanent residence permit in the Republic of Kazakhstan and the Rules for its formation" (dated February 20, 2023 No. 49).

This order contains a list of professions in demand, formed in coordination with the authorized state bodies.

In particular, the list covers a number of the following areas:

- healthcare: neurosurgeon, hematologist, oncologist, neonatologist, endocrinologist;

- natural sciences, mathematics and statistics, engineering, processing and construction industries: research engineer for the technology of inorganic substances, research engineer for the technology of organic substances, pharmacy technology engineer, research engineer for the preparation of minerals, aviation engineer, space system hardware and software engineer, engineer for the introduction of new technology and technologies, laser equipment engineer, research engineer on pulp, paper, printing and fiber production technology, medical radiochemist engineer, engineer-medical physicist, classifier of textile raw materials, bacteriologist;

- information and communication technologies: IT infrastructure architect, software architect;

- Pedagogical sciences: Master of Industrial training (engineering and engineering).

Obtaining a permanent residence permit by foreigners is implemented as part of the provision of the state service "Issuance of a permit to foreigners and stateless persons for permanent residence in the Republic of Kazakhstan" (Order of the Minister of Internal Affairs of the Republic of Kazakhstan dated December 4, 2015 No. 992).

One of the requirements for the list of documents and information required from the service recipient for the provision of public services is the petition of the branch state body.

The application specifies the group of occupations of the National Classifier of the Republic of Kazakhstan, and compliance with its requirements (profession, level and specialization of skills, diploma, work experience in specialization, qualification level).

In addition, by way of information, we inform you that foreigners can obtain citizenship of the Republic of Kazakhstan in a simplified manner if they possess a profession provided for in the List of Professions approved by Decree of the President of the Republic of Kazakhstan dated June 6, 2005 No. 1587.
