On September 15, Kazakhstan will launch an annual campaign on free choice within the territory of the primary health care organization (PHC). You can attach to it for two months – from September 15 to November 15.
In order for the doctor to monitor the health of attached patients, it is recommended to choose a clinic in close proximity to the place of residence. In this case, if necessary, polyclinic doctors can visit patients at home, which is especially important during a pandemic.
"Having attached to the organization of primary health care during the campaign, citizens will start receiving medical care in it from January 1, 2021. At the same time, it will have to sign a contract with the Fund for the provision of primary medical and social care services within the guaranteed volume of free medical care and in the OSMS system for the coming year. Based on the results of the attachment campaign, funding will be planned for 2021, taking into account the distribution of the population by medical organizations. The Fund is interested in the absolute reliability of databases, because every month medical organizations are paid per capita funding for each attached resident, " said Galymzhan Abilov, Director of the branch of the social health insurance Fund for East Kazakhstan region.
As explained by the Director of the branch, attachment to the clinic is carried out in several ways.
When applying through the e-government web portal www.e.gov.kz attachment is made if there is an EDS. In the healthcare section, select the service "Attaching to a medical organization that provides primary health care". The polyclinic receives information about the patient from state information systems automatically. If the operation is successful, the citizen is issued a notification of attachment in the form of an electronic document signed by the medical organization's EDS.
Individual categories of the population can be attached directly to the clinic. To do this, you must submit an application in any form and an identity document. These categories include pensioners, disabled persons, guardians assigned by law to a disabled person from childhood, as well as guardians or Trustees, foster carers; convicts serving in colonies (at the place of serving), students, conscripts, children born in foreign countries, people who make an attachment by proxy.
We note that the attachment campaign is conducted only among medical organizations registered in the Database of healthcare entities and applying for the provision of medical services under the gobmp and OSMS. until December 31 this year, citizens will continue to be served in the clinic to which they were previously attached.
As of September, more than 27 thousand people remain unattached to PHC organizations. In order not to be left without access to medical care, they are recommended to check the status of attachment directly at the polyclinic at their place of residence or on the e-government web portal via EDS.
