As previously reported, on behalf of the Head of state, announced in the Address to the people of Kazakhstan on September 2, the mechanism for appointing TSA was adjusted in order to ensure its transparency, fairness and motivation to work. New measures of state aid are implemented in a complex and include: support for large families, modernized targeted social assistance, and a guaranteed social package for children from low-income families.
So, since January 1 this year, Kazakhstan has introduced a new state pension for large families with 4 or more underage children or full-time students under the age of 23. This state pension is paid regardless of family income, in differentiated amounts from 42,496 tenge to 74,388 tenge. This payment in January this year was received by 12458 families for a total of 569 million tenge.
Targeted social assistance is provided to low-income families. The main criterion for the prescription of TSA – the average per capita income for each family member must be below 70% of the regional subsistence minimum. The TSA for all family members is defined as the difference between the per capita income and the poverty line. To ensure transparency, the TSA will be assigned quarterly, and the period for conducting a survey of the family's financial situation will be increased from 3 to 7 days. One of the important requirements for the prescription of TSA is the mandatory participation of able-bodied family members in employment promotion measures. To ensure employment, new mechanisms are provided within the framework of the state program"Enbek", which provide large and low-income families with a wide range of opportunities both to work at home and to start their own business.
In addition, children from low-income families receiving TSA will be provided with a guaranteed social package. For children aged 1 to 6 years, the social package includes a grocery set and a set of household chemicals. For children aged 6 to 18 years, hot meals are provided in schools, as well as school supplies and school clothes. Also, this category of children will be reimbursed for the cost of travel to school. Medical care, including dental care, for children under 18 years of age will be provided within the guaranteed scope of free medical care and mandatory social health insurance.
According to the new approaches, the amount of social support in monetary and physical terms will be greater for families with the lowest incomes and a large number of children. At the same time, the amount of TSA payment for each family member on average will be about 10 thousand tenge, and in families without income, in the full amount of the established criterion for the prescription of social assistance – 70% of the regional subsistence minimum. Thus, a low-income family, excluding state subsidies for large families, will receive targeted social assistance for each child in the average amount of about 20 thousand rubles. tenge, of which about 10 thousand – cash payment of TSA, about 10 thousand-guaranteed social package in kind.
