From April 23, 2024, special service centers in the country will accept mandatory notarization of vehicle purchase and sale agreements when registering vehicles. In this case, the written form of transaction (PFS) will be cancelled.
These changes are aimed at ensuring transparency in the provision of public services. Note that if citizens do not want to notarize car purchase and sale transactions for re-registration, they can re-register the vehicle online through second-tier bank applications.
In addition, from April 23, driver candidates will be able to take driving license exams only after graduating from driving schools. Points allowing self-training of driver candidates applying for licenses of categories A and B, as well as A1 and B1, have been removed from the rules for taking exams and issuing driver’s licenses.
It should be noted that innovations were made possible thanks to amendments and additions to the Rules for registration and registration of vehicles, as well as driver training. This was necessary to improve the efficiency of administrative processes and ensure a higher level of road safety
The changes were developed by the Administrative Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan and are based on the provisions of the Law of the Republic of Kazakhstan “On Road Traffic”. A total of 53 amendments were made to the rules.
They went through public discussion, anti-corruption examination and were approved by the public council on the activities of the Department of Internal Affairs and the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken”.
Government for Citizens encourages all vehicle owners and driver's license candidates to familiarize themselves with the new rules.
