In the Samar district, a discussion of the draft new Constitution of the Republic of Kazakhstan was held under the chairmanship of Serik Zhenisov, the district akim, and Gulnar Shaimardanova, the chairperson of the district maslikhat, with the participation of the district's ideological activists.
"The Samar district was established by decision of Head of State Kassym-Jomart Tokayev several years ago. For residents, this is an important sign that the country's leadership sees and listens to its people. During this time, the district has seen steady growth. We, as citizens of the country, must support constitutional reforms and actively participate in the upcoming referendum," noted Serik Zhenisov, the district akim.
The draft new Constitution includes a preamble, 11 sections, and 95 articles. The document enshrines the principles of "Adiletti Kazakhstan," the rule of law and order, the priority of human rights and freedoms, and the special role of interethnic and interfaith harmony as the foundation of social stability.
Key innovations include the introduction of new institutions: a unicameral Parliament—the Kurultai, the national dialogue "Khalik Kenesi," the office of Vice President, and enhanced guarantees for the protection of citizens' rights, including rights in the digital environment. At the same time, the country's sovereignty, independence, and territorial integrity remain unchanged.
The decision to draft a new Constitution is a bold and thoughtful step, dictated by the demands of the times. In recent years, the face of society has changed dramatically, and citizens' legal awareness and demands have grown. Ignoring these changes and preserving the Basic Law as it is is no longer possible. The Constitution is not just a law; it is the spirit of the state and a guide for its future. This initiative is not a formal amendment, but a strategic step defining a new direction for the country's development. The President's decision to undertake this demonstrates a deep understanding of societal changes and a responsible attitude toward the future of the state. It is important that this process be carried out with the participation of the people and through open discussion. Only in this case will the new Constitution be able to reflect real public demands and strengthen the country's stability and unity, emphasized Gulnar Shaimardanova, Chairperson of the District Maslikhat.
Following the discussion, the participants agreed that the adoption of the new version of the Constitution is a timely and justified step that meets modern requirements and the strategic development goals of the state.
