The East Kazakhstan region akim held a meeting with residents of the Samar district

East Kazakhstan Oblast Akim Nurymbet Saktaganov visited the Samar region on a working visit, where he met with residents and toured several facilities.

Samara currently accounts for 2.3% of the region's industrial output. Mining is the backbone of the industry (67% of the total, or 4.19 billion tenge).

This year, a project to extract up to 200,000 tons of ore per year for the production of ilmenite concentrate at the Satpayev Mining and Processing Plant is being implemented. Investments totaled 1.3 billion tenge.

In 2026, construction of the Kaskad-N LLC gold recovery plant, with a processing capacity of up to 150,000 tons, is planned. The project cost is 9 billion tenge.

Tourism is one of the key areas for diversifying the district's economy. A master plan for the tourist zone is currently being developed, as well as the design of the Arbat tourist and recreational zone on the shore of the Bukhtarma Reservoir.

The district is home to the region's only Tourism and Investment Center. Construction of a modern hotel, costing 2 billion tenge, is planned in partnership with the international company Pana Asia over the next three years.

In the first half of the year, the number of tourists increased by 75%, reaching 6,645. However, the actual number of recreation centers exceeds official statistics, necessitating an inventory of the facilities.

The agro-industrial complex remains one of the key economic sectors of the Samara district, accounting for 2.6% of the region's economy. Crop production predominates within the agro-industrial complex, accounting for 54.8%, while livestock farming accounts for over 45%.

The district is home to 17,600 head of cattle, nearly 36,500 sheep and goats, and 10,200 horses. Over the first 10 months of this year, the district produced 3,300 tons of meat, accounting for 2.6% of the regional total.

Through the "Auyl Amanaty" (Farmers' Amanat) program, entrepreneurs in the district receive support for tourism development, processing, and equipment upgrades: last year, six loans totaling 114.3 million tenge were provided. Since the beginning of this year, 18 projects have been completed, totaling nearly 310 million tenge.

Currently, 93.5% of the district's population has internet access. Residents of six settlements (752 people) continue to experience poor or no internet connection.

"In the village of Palatsy, an antenna mast structure has been built using budget funds. In the village of Razdolnoye, we plan to install a base station for the operator TOO Kar-Tel." "In the remaining four villages, work will be carried out in stages, in collaboration with mobile operators, as part of the national "Affordable Internet" project, by the end of 2027," said Nurymbet Saktaganov, Akim of the East Kazakhstan region, at a meeting with district residents.

Furthermore, other options for connecting villages to the internet are possible, taking into account the specific characteristics of the area and available technologies.

Starlink kits have been installed in 18 schools to provide high-speed internet.

Housing construction is also underway in the Samara district. For example, in 2024, large and socially vulnerable families in the village of Samarskoye received housing under the "One-Story East" program – three houses and 38 apartments in high-rise buildings. In the near future, construction of 14 one-story residential buildings is planned to be completed, and 16 apartments in high-rise buildings are planned to be purchased. Healthcare workers are also receiving housing.

The road infrastructure in the Samara district is being steadily upgraded. Last year, 45 kilometers of roads and streets were repaired at a cost of 1.8 billion tenge, while this year, 60.7 kilometers were renovated at a cost of 2.2 billion tenge.

At the same time, major transport projects are being implemented in the region: the Bukhtarma Bridge has been opened, border crossings are being modernized, railway stations are being reconstructed, and national and regional highways are being repaired. This is improving the connectivity of districts and the region's tourist appeal.
