Maslikhat of Samara District of East Kazakhstan region made a decision:
1. make the following amendment to the decision of the maslikhat of Samara District of East Kazakhstan region dated May 2, 2024 No. 11-2/VIII" on approval of the rules for the provision of social assistance, setting the amount and determining the list of certain categories of citizens in need " (registered with the Department of Justice of East Kazakhstan region on May 4, 2024 No. 9014-16):
the annex to the specified decision should be redrafted in accordance with the annex to this decision.
2. state institution "apparatus of maslikhat of Samarsky District" of East Kazakhstan region in accordance with the procedure established by the legislation of the Republic of Kazakhstan:
1) publish this decision in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan in electronic form;
2) posting of this decision on the Internet resource of the Samara district maslikhat after its official publication.
3. This decision shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for providing social assistance, determining its size and determining the list of certain categories of citizens in need
Chapter 1. General provisions
1. These rules for the provision of social assistance, establishing its amounts and determining the list of certain categories of citizens in need (hereinafter referred to as the rules) were developed in accordance with the resolution of the Government of the Republic of Kazakhstan dated June 30, 2023 No. 523 "on approval of the standard rules for the provision of social assistance, establishing its amounts and determining the list of certain categories of citizens in need" (hereinafter referred to as the standard rules) and establish the procedure for providing social assistance, determining the amount and determining the list of certain categories of citizens in need.
2. basic terms and concepts used in these rules:
1) the state corporation "government for citizens" (hereinafter referred to as the State Corporation) – a legal entity established by the decision of the Government of the Republic of Kazakhstan to provide public services in accordance with the legislation of the Republic of Kazakhstan, organize work on the principle of "one window" on accepting applications for the provision of public services and;
2) special commission - a commission established by the decision of the Akim of the Samarsky District of the East Kazakhstan region to consider the application of a person (family) applying for social assistance to certain categories of citizens in need;
3) social assistance-assistance provided by the local executive body of the Samara district to certain categories of citizens in need (hereinafter referred to as recipients), as well as on significant dates and holidays in cash or in kind;
4) authorized body for the provision of social assistance - State Institution "Department of employment and social programs of the Samara region", financed from the local budget, providing social assistance;
5) authorized Organization for payment of social assistance-second-tier banks, organizations licensed by the authorized body for regulation, control and supervision of the financial market and financial organizations for the relevant types of banking operations, territorial divisions of Kazpost Joint Stock Company;
6) subsistence minimum-the minimum monetary income per person, equal to the value of the minimum consumer basket in the Republic of Kazakhstan;
7) average per capita income – the share of total family income for one month, which is equal to each family member;
8) holidays - days of national and state holidays of the Republic of Kazakhstan;
9) holiday days (hereinafter referred to as name days) - professional and other holidays of the Republic of Kazakhstan;
10) authorized state body – a central executive body that performs management and intersectoral coordination in the field of social protection of the population, regulation of the activities of the state Social Insurance Fund, Control functions in accordance with the legislation of the Republic of Kazakhstan;
11) precinct Commission - a special commission created by the decision of the akims of the relevant administrative-territorial units to investigate the financial situation of persons (families) who have applied for targeted social assistance;
12 – maximum amount-the approved maximum amount of social assistance;
13) digital document service is an object of the information and communication infrastructure of the "electronic government", designed to reflect and use documents in electronic form assigned to the operator and generated on the basis of information received from information objects;
14) the e-government web portal (hereinafter referred to as the portal) is an object of informatization, meaning a "common window" of access to all consolidated government information and government and other services provided in electronic form, including the regulatory framework;
15) electronic digital signature (hereinafter referred to as EDs) – a set of electronic digital symbols created by means of an electronic digital signature and confirming the reliability, belonging and immutability of the content of an electronic document.
3.social support measures provided for in paragraph 4 of Article 71, paragraph 3 of Article 170, paragraph 3 of Article 229, subparagraph 2) of Paragraph 1 of Article 10, subparagraph 2) of Paragraph 1 of Article 11, subparagraph 2) of Paragraph 1 of Article 12 and subparagraph 2) of Article 13, Article 17 of the law of the Republic of Kazakhstan "on Veterans" shall be provided in accordance with the procedure provided for by these rules.
4.social assistance is provided once and (or) periodically (monthly, quarterly, once a year) from the month of application.
5.these rules apply to persons registered at the place of permanent residence in the territory of the Samara region.
6.Precinct and special commissions carry out their activities on the basis of regulations approved by the akimat of the East Kazakhstan region.
Chapter 2. Procedure for determining the list of categories of recipients of social assistance and determining the amount of social assistance
7.on holidays and significant dates, social assistance is provided periodically (once a year) in the form of cash payments.
On holidays and significant dates, social assistance is established in the amount of at least 2.5 times the monthly calculation index and is assigned once a calendar year.
If there are several grounds, social assistance on holidays and significant dates is assigned only on one basis.
8. on holidays and significant dates, social assistance is provided to the following categories of citizens:
1) date of withdrawal of a limited contingent of Soviet troops from the Democratic Republic of Afghanistan - February 15:
military personnel of the Soviet Army, Navy, State Security Committee, persons of the senior and ordinary staff of the Ministry of internal affairs of the former USSR (including military specialists and consultants) who participated in hostilities on the territory of other states in accordance with the decisions of the government bodies of the former USSR Union-in the amount of 150,000 (one hundred and fifty thousand) tenge;
conscripts called up for training camps and sent to Afghanistan during the period of hostilities-in the amount of 150,000 (one hundred and fifty thousand) tenge;
Military personnel of Automobile battalions sent to Afghanistan to deliver goods to this country during the period of hostilities-in the amount of 150,000 (one hundred and fifty thousand) tenge;
military personnel of the flight squad who flew on combat missions from the territory of the former USSR to Afghanistan-in the amount of 150,000 (one hundred and fifty thousand) tenge;
For workers and employees who served the Soviet military contingent in Afghanistan, received injuries, contusions or were injured, or were awarded Orders and medals of the former USSR Union for participation in ensuring hostilities – in the amount of 150,000 ( one hundred and fifty thousand) tenge.
