On the territory of the Mirolyubovsky rural district there are 2 settlements with a population of 715 people as of January 1, 2024, including: 145 pensioners, 18 people with disabilities, 5 home front workers, 106 school age children, 65 preschool age children.
The territory of the rural district is -41542 hectares, the area of settlements: the village of Mirolyubovka is -2412 hectares, the village of Razdolnoye is -1173 hectares. The production of agricultural products in the rural district is carried out by LLP-4, peasant farms-16. In peasant farms there are arable land – 4548.2 hectares, hayfields – 64 hectares, pastures – 7217.8 hectares.
The harvesting campaign of 2023 was completed in the optimal time, the harvest of grain crops was 737 tons, the average yield was 6.25 quintals per hectare. Oilseed crops were harvested – 1,348 tons, the average yield was 8.5 quintals per hectare.
As of January 1, 2023, 244 households were registered in the rural district, 114 of them are engaged in farming.
In private farmsteads, vegetable planting was carried out on the territory of 2.37 hectares, and potatoes on 10.6 hectares.
As of January 1, 2024, 1,133 heads of cattle, 11 pigs, sheep and goats -1107 heads, horses-744 heads, birds -1462 heads are kept in private farmsteads of residents of the rural district, in KH and LLP. There is 1 veterinarian working on the territory of the rural district. In accordance with the plan, preventive and curative veterinary measures were carried out in spring and autumn. According to the results of the conducted studies, no heads were found in patients with brucellosis of cattle. During the summer, cattle and sheep grazing was organized. In winter, the population is provided with hay, straw and fodder.
There are 10 mixed goods stores in the district that offer residents a diverse range of goods and products.
The education system of the Mirolyubovsky rural district is represented by: Razdolnenskaya "Magzhan Zhumabayev Basic School" and Mirolyubovskaya "Aliya Moldagulova Secondary School", the total number of students is 106 people. There are mini–centers at schools with a total of 30 children. Current repairs have been carried out in both schools by the academic year. Also, hot meals are organized in schools. The heating season began on October 1, their boilers are on an electric basis. All conditions have been created for our children to study successfully: there is a computer class with Internet access, interactive whiteboards, libraries, two sports halls in the village of Razdolnoye and in the village of Mirolyubovka. At the moment, in the "Aliya Moldagulova secondary school", located in the village of Mirolyubovka, the gym is not functioning as a result of poorly made repairs.
Children in the village of Mirolyubovka enjoy playing football on
a mini football field. The construction of a mini-football field in Razdolnoye village is planned for 2024.
2 village clubs and 1 village library are involved in organizing cultural events in the district. Friendship festivals, festive and themed concerts are held by amateur artists.
Medical care for the population is provided by 2 medical centers, where 2 medical workers work.
In 2023, a large amount of work was carried out by the forces of public activists, in particular: the territories of villages were put in order, trees were whitewashed, a fence was painted on the territory of the mosque, the territories of the akimat and schools were equipped with flower beds, the territories of streets were cleared of weeds. From May to October, clean-up days were held for sanitary cleaning and landscaping of the village. It should be noted that the residents themselves took an active part in restoring order in the district.
In the Mirolyubovsky rural district in 2023, taxes were collected 2,958,200 tt., including personal income tax - 46,600 tenge, land tax – 89,000 tenge, transport tax from individuals – 2,123,400 tenge.
1,895,000 tenge was spent, including the following works: for street lighting - 400,000 tenge, for landscaping – 499,462 tenge, of which for the production of banners - 166,462 tenge, for whitewashing trees, maintenance of a playground and monuments - 333,000 tenge, for drilling landfills in the villages of the district - 395,000 tenge, for road maintenance in winter - 600,000 tenge.
In winter, the cleaning of roads from snow in the village of Mirolyubovka and in the village of Razdolnoye was carried out by the KGP at the Samar residential complex. As you know, the winter period was snowy, due to heavy snowfalls, the KGP equipment left for the Samar PCV almost every day. There were no complaints from residents of the district about road cleaning. During the spring period, flood control measures were carried out, in which the KGP equipment was used at the Samar PCB, with the help of which inert materials with a volume of 40 cubic meters were imported, subsequently used for flood control purposes. With the help of an excavator, some of the channels of the ditches were changed. Conversations were held with all residents of the district to prevent flooding of residential buildings. Employees of the akimat, Krasnogorsk forestry and Mirolyubovskaya secondary school took an active part in this work. We have submitted a budget application for 6 million tenge to the district finance department to carry out all necessary work on flood prevention measures. But only 2 million tenge was approved for us, so 30% of the necessary work was completed.
Despite the lack of funding, the akimat of the Mirolyubovsky rural district In the spring, the initial filling of streets and alleys with large gravel (pillow) was carried out: Krasnodarskaya, Stepnaya, Lesnaya, Topkaiyn, Kazakhstanskaya, Yubileynaya. Landscaping of the village was carried out, namely, greenhouses with seedlings of coniferous species "Spruce" and shrubs "Rowan" imported from Ridder were installed. In the summer in the village of Mirolyubovka and in the village of Razdolnoye carried out an analysis of abandoned houses that spoiled the view of the village. Also, in the analysis of abandoned houses, assistance was provided in the equipment of the k/h "Mambet", KH "Mirolyubovka", KGP on the Samar PCV.
For two months, on the coast of the Bukhtarma reservoir, on the site of the "Pioneer Camp", the fire did not subside, then the reeds and peat would catch fire, then subside again. Employees of the akimat, Tishchenko agricultural complex, Geotek LLP, employees of the Krasnogorsk forestry, Mirolyubovskaya secondary school and employees of PCH-35 actively participated in the elimination of the fire. The issue of purchasing a fire truck for the district on the basis of "Farmer" and in the purchase of fire packs, in the amount of 5 pieces, remains unresolved.
According to the conclusion of the OCHS of the Samar district, a spillway structure with discharge into the Kaindy river was installed in the village of Mirolyubovka, two more are needed from the lane. Together with employees of the Krasnogorsk forestry, work was carried out on cutting trees located in the settlement, which pose a threat of falling on the roadway and residential buildings. The work on cutting trees is still ongoing, a car tower is needed for a long time, for which additional funding is needed. Firewood in winter is provided to medical posts with. Mirolyubovka and Razdolnoye.
Also in the summer, work was carried out to connect the villagers to the central water supply network. At the request of residents, a KGP excavator arrived in the village of Mirolyubovka five times at the Samar residential complex in the Samar district.
In the field of crime and delinquency prevention, for the first time in the last 15 years, a district police inspector lives in the village of Mirolyubovka. There is a police station in the building of the akimat, there is an official car. In the evening, settlements are patrolled, meetings and conversations with schoolchildren are held in the schools of the district. There were no serious or particularly serious crimes in the district during the year. 10 residents of the district were brought to administrative responsibility for the loss of crops and stray cattle.
