Kazakhstan has built a multi-level model of the social security system, which provides for the distribution of responsibility between the state, the employer and the employee at the basic, mandatory and voluntary levels.
Compulsory social insurance, the role of which is predominant in a market economy, is the second (additional) level of the social protection system introduced in the Republic of Kazakhstan since 2005 for the working population.
The central place in the compulsory social insurance system is occupied by the State Social Insurance Fund (Fund), which accumulates social contributions and makes social payments when social risks occur.
Compulsory social insurance provides for the following social benefits in the following cases: disability; loss of breadwinner; loss of job; loss of income due to pregnancy and childbirth; loss of income due to adoption of a newborn child (children); loss of income due to child care upon reaching the age of one and a half years.
One of the characteristic features of this system is the obligation to participate and it is important to increase the level of coverage of the employed population by the compulsory social insurance system.
Social contributions are payable at the expense of employers at the rate of 3.5% of the employee's income. At the same time, the Social Code of the Republic of Kazakhstan establishes the minimum and maximum amount of social contributions from income of at least one minimum wage and no more than seven times the minimum wage.
Payment of social contributions must be made no later than the 25th day following the reporting month. Control over the timeliness and completeness of the payment of social contributions is entrusted to the tax authorities.
The State guarantees stable fulfillment of social obligations to the participants of the compulsory social insurance system. In turn, full and timely payment of social contributions makes it possible to provide employees with adequate social benefits when social risks occur.
The amount of social benefits directly depends on the amounts of social contributions paid, as well as on the duration of their payment. It is on such principles that the system of compulsory social insurance operates.
The business process of providing public services to the Fund is transparent, since the generated electronic layout of the case for the appointment of payments to the Fund comes from the State Corporation "Government for Citizens" or in electronic format. Thus, direct contacts of the Fund's employees with the public are minimized, except in cases of applying for information about the received amounts of social contributions and clarification of the procedure for assigning social payments.
It is important for the working population to have access to information about the amounts of social contributions paid.
Currently, it is possible to obtain information about the receipt of social contributions through the egov e-government portal.kz, mobile applications of banks online, as well as by applying for an identity document through the State Corporation "Government for Citizens" (PSC) and branches of the Fund.
In general, working citizens have an advantage over non-working ones, receiving basic state benefits and social benefits from the Fund. In this regard, the existence of employment contracts gives employees not only labor, but also social guarantees in the event of social risks.
By increasing the social security of working citizens and creating incentives for employment, today the compulsory social insurance system has become the most important and necessary element of socio-economic relations in modern Kazakhstan.
