by order of the akim of the East Kazakhstan region dated April 16, 2020 No. 49 “On measures to prevent the spread of coronavirus infection (COVID-19) in the East Kazakhstan region”, decisions of the Ridder Operational Headquarters on the organization of measures against coronavirus infection dated April 16, 2020 and dated April 20, 2020, with the aim of preventive and anti-epidemic measures aimed at preventing the spread of COVID-19: Ensure the implementation of the order of the akim of the East Kazakhstan region dated April 16, 2020 No. 49-r "On measures to prevent the spread of coronavirus infection (COVID-19) in the territory of the East Kazakhstan region", with the following exception:suspend the activities of kindergartens of all forms of ownership from April 27, 2020.not to suspend the activities of food departments of universal markets, trading houses, non-food stores, auto parts stores, technical service stations, tire shops, car washes.

These facilities continue to operate normally with the use of enhanced sanitation and disinfection (installation of sanitizers for treating hands, surface treatment at least three times a day, wet cleaning with the use of disinfectants, ventilation, etc.). Set the following restrictions on the functioning of road transport in the city of Ridder: restrict in the daytime and stop the movement of road vehicles at night with the exception of:
special transport; agricultural and special equipment; transport with a special pass for a Type I car (Appendix 1 to this order); personal vehicles carrying persons with a personal pass Type I (Appendix 1 to this Regulation), transport with a special pass for a Type II car (Appendix 1 to this order) with a note on the permission to transport employees of enterprises in the city during the daytime on the route sheet, transport with a special pass for a Type III car (Appendix 1 to this order) with a mark on the permission to move around the city 7 days a week during the day and night, holidays on the route list;

transport of officially registered taxi services with a special pass for a Type III car (Appendix 1 to this order) with a mark on the permission to move around the city 7 days a week during the day and night, holidays.the time of the termination of traffic at night should be counted from 20.00 to 05.00 hours.to allow the movement of citizens on personal vehicles from 05.00 to 09.00, from 17.00 to 20.00 hours (to work, from work) without special passes.allow the movement of citizens by personal transport, on Saturday and Sunday, on holidays from 05.00 to 09.00 hours, from 17.00 to 20.00 hours, including to summer residences, without special passes.

allow walking of the population from 00 to 17.00 hours (shops, pharmacies, banks, postal offices) with a Type II pass (Appendix 2 to this order), with the exception of recipients of social benefits (42,500 tenge) and other social benefits. The special pass is valid only with an identity card.

Note: Type II pass is intended for the movement of the population throughout the city. For one apartment / house 1 pass is issued. The holder of the pass has the opportunity to visit objects of trade, pharmacies and make purchases, use the services of banks. You can use the pass for one week no more than 3 times. At the same time, 50 percent of the city’s population receives a green pass, which gives them the right to leave their home for shopping on even days of the month. The rest of the population receives white passes, which gives them the right to leave their homes to shop on odd days of the month.
