Protocol Decision of the Headquarters for Emergency Response to the State of Emergency in the East Kazakhstan Region No. 1/183 dated April 13, 2020

In accordance with the Decree of the President of the Republic of Kazakhstan dated March 15, 2020 No. 285 “On the introduction of a state of emergency in the Republic of Kazakhstan”, the protocol of the meeting of the State Commission on ensuring the state of emergency under the President of the Republic of Kazakhstan dated March 30, 2020 No. 8, in order to prevent further spread of coronavirus infection (COVID-19) in the territory of the East Kazakhstan region, the regional Headquarters of the emergency response made the following decisions:

Akims of districts, cities of Ridder, Kurchatov jointly with interested state bodies, the East Kazakhstan police department:

To introduce restrictive measures for all district centers and cities of Ridder, Kurchatov from 00:00 on April 15, 2020 until the end of the state of emergency in the Republic of Kazakhstan. The regime and timing of restrictive measures may be changed in accordance with changes in the situation of the spread of coronavirus infection (COVID-19).
To set up checkpoints along the perimeter of the district centers and cities of Ridder and Kurchatov - until April 15, 2020, in order to control the entry and exit of residents
To establish restrictions on the functioning of road transport:

Restrict the movement of road vehicles during the day and stop it at night, with the exception of official and public transport, and personal transport that has a special pass. The time when traffic stops at night is from 21.00 to 05.00 – from 00.00 of April 15, 2020;
The movement of citizens by personal vehicles should be organized with reference to the state license plate on the principle of an “even, odd number of the last digit of the number." On even days of the month, allow trips of cars with numbers ending in even numbers, and on odd numbers of the month - with an odd number at the end of the number;
To prohibit the movement of personal vehicles on Saturdays and Sundays, on holidays, with the exception of official and public transport, as well as personal vehicles with special passes.

4) Together with the East Kazakhstan Police Department in the cities of Altai, Ayagoz, Zaysan, the district center of Urdzhar village, ensure the division of the territory of the settlement into sectors until April 15, 2020.

1.4. To allow movement to the population in the district centers and the city of Kurchatov from 05.00 to 09.00, from 18.00 to 21.00. In Ridder from 05.00 to 09.00, from 17.00 to 20.00 (to work, from work) without special passes. The movement of the population from 09.00 to 18.00 (shops, pharmacies, banks, mail) is allowed only with Type II passes, with the exception of recipients of social benefits (42,500 tenge) and other social benefits - from 00:00 on April 15, 2020. The special pass is only valid if you have an ID card.

Note:

Type II special pass is intended for movement of the population on the territory of the district center / city. 1 pass is issued for one apartment / house. The holder of the pass has the opportunity to visit objects of trade, pharmacies, make purchases, and use the services of banks. There is a movement scheme on the principle of parity-oddness of houses (white passes give the right to leave the house for shopping on odd dates of the month, green pass - on even ones).

1.5. To ensure the issuance of passes to the population of district centers, cities of Ridder, Kurchatov - April 14, 2020

1.6. To carry out extensive explanatory work on the introduction of restrictive measures from 00.00 hours on April 15, 2020 - from April 12 to April 14, 2020.

1.7. Together with large enterprises of the regions and cities of Ridder, Kurchatov, working in a continuous production cycle for the economy of the country and region:

1) determine the required number of official vehicles (buses) for the delivery of personnel to work. Taking into account the place of residence of employees, develop and approve route schedules, with the appointment of responsible persons for each bus and a list of persons who will move along the approved route - until April 19, 2020.

2) submit lists and routes of buses for getting special passes for this transport - by April 19, 2020.

3) do not allow deviation from the route.

4) responsible persons for the vehicle must check employees according to the approved list.

1.8. To oblige commodity producers, distributors, wholesale suppliers to ensure uninterrupted and timely delivery of food and essential goods to retail facilities, based on submitted applications.

1.9. To provide the daily needs of the population of the regional centers and cities of Ridder, Kurchatov with food, medicines, life support items and essential goods.

1.10. To provide work on the delivery of products, essential goods and medicines to residents of the regional centers and cities of Ridder, Kurchatov, for pensioners of 70 years and older, disabled people of 1, 2 groups in four sets of “standard 1”, “standard 2”, “standard 3” , "Standard 4".

1.11. To assign volunteers and social workers to deliver food and basic necessities to vulnerable segments of the population and pensioners over 70 years of age.

1.12. To strengthen the protection of especially important state objects, strategic, special-mode, specially protected and life-supporting facilities.

1.13. To strengthen the work of protecting public order, combating crime and ensuring the safety of citizens.

1.14. Police officers together with members of the armed forces serve in a three-shift mode for 8 hours.

1.15. To carry out ideological support in the mass media about the measures taken to restrict in order to ensure the localization of infection foci and minimize the risks of its spread among the residents of the region. To reveal the importance of decisions aimed at ensuring human and citizen, society and the state.

1.16. Take control of the organization of uninterrupted operation of public services in the districts and cities of Ridder and Kurchatov.

Akims of the cities of Ust-Kamenogorsk and Semey, together with the police Department of East Kazakhstan region should provide thermometry of the population to identify people with high temperature – from 07.00 on April 13, 2020

Akims of the districts and cities of Ridder, Kurchatov, , together with the police Department of East Kazakhstan region, should provide thermometry of the population to identify people with high temperature - from 07.00 to 21.00 starting on April 20, 2020.

The Department of Internal Policy, Akimats of the districts and cities of Ridder, Kurchatov, together with the East Kazakhstan Police Department, will ensure the filming of stories about violators of the restrictions regime and thermometry for further distribution to the media.
