Plan for pasture management and use in the city of Ridder for 2023-2024

This Plan for the Management of pastures and their use in the city of Ridder for 2023-2024 (hereinafter referred to as the Plan) has been developed in accordance with the Land Code of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Local Government and Self–Government in the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On Pastures", the order of the Deputy Prime Minister of the Republic of Kazakhstan-the Minister of Agriculture Agriculture of the Republic of Kazakhstan "On approval of the Rules of rational use of pastures" dated April 24, 2017 No. 173 (registered in the Register of State Registration of Regulatory legal Acts under No. 15090), by order of the Minister of Agriculture of the Republic of Kazakhstan "On approval of the maximum permissible load rate on the total area of pastures" Kazakhstan dated April 14, 2015 No. 3-3/332 (registered in the Register of State Registration of Regulatory Legal Acts under No. 11064).

The plan was adopted for the purpose of rational use of pastures, sustainable provision of feed needs and prevention of pasture degradation processes, taking into account information on the state of geobotanical maintenance of pastures, information on veterinary and sanitary facilities, data on the number of livestock of farm animals of individuals and (or) legal entities, data on the number of herds, flocks, herds, formed by species and sex and age groups of farm animals, information on the formation of the livestock of agricultural livestock for grazing on driving pastures, features of grazing of agricultural animals on cultural and arid pastures, information on easements for driving cattle and other data provided by state bodies, individuals and (or) legal entities.

The plan contains:

1) a diagram (map) of the location of pastures on the territory of the administrative territory administrative-territorial units in the context of land categories, land owners and land users on the basis of title documents, according to annexes 1-11 to this Plan;

2) acceptable schemes of pasture turnover, according to annexes 12-22 to this Plan;

3) a map with the designation of external and internal borders and pasture areas, including seasonal pasture infrastructure facilities, according to annexes 23-33 to this Plan;

4) the scheme of access of pasture users to water sources (lakes, rivers, ponds, irrigation or irrigation channels, tubular or shaft wells), drawn up according to the water consumption rate, according to annexes 34-44 to this Plan;

5) a scheme for the redistribution of pastures to accommodate the livestock of agricultural animals of individuals and (or) legal entities that do not have pastures, and moving it to the pastures provided, according to annex 45-51 to this Plan;

6) a calendar schedule for the use of pastures, establishing seasonal grazing routes

The plan was adopted taking into account information on the state of geobotanical maintenance of pastures, information on veterinary and sanitary facilities, data on the number of livestock of farm animals, indicating their owners-pasture users, individuals and (or) legal entities, data on the number of herds, flocks, herds, formed by species and gender.age groups of farm animals, information about the formation of livestock of farm animals for grazing on pastures, features of grazing of farm animals on cultured and arid pastures, information about easements for cattle driving and other data provided by government agencies, individuals and (or) legal entities.and movement of farm animals, according to Annex 52 to this Plan.

The main production direction of Ridder's farms is vegetable and dairy, and an additional branch is potato production. Dairy cattle breeding is developed in the city, the share of beef cattle breeding in the total livestock is insignificant. A component of the sustainable development of the industry is the rational use of agricultural land.

Rational use of agricultural land is the provision by land owners and land users in the process of agricultural production of the maximum effect in the implementation of land use goals, taking into account land protection and optimal interaction with natural factors in ways that do not lead to a significant decrease in soil fertility and land reclamation condition.

The total land area of the city is 487473.0 ha, including arable land 2684.49 ha, hayfields 5558.79 ha, pastures 5671.55 ha, other 170.97 ha.

According to the administrative-territorial division, the territory of the settlement consists of the territory of the city of Ridder, 9 rural settlements (Butakovo, Verkhnyaya Khariuzovka, Lesnoye, Konovalovka, Ulbastroy, Leninogorsky Forestry, Livino, Transversal, Prigorodnoye) and one village Ulba.

The territory of the city of Ridder belongs to the mountainous forest-steppe zone. The climate of the zone is very humid, moderately cold. The climate in general and weather conditions do not allow to grow heat-loving crops with a long growing season, therefore, crop production is of particular importance in the economy of farms. A significant part of the territory is used as productive forage lands and summer pastures.

As a result of the combined influence of milestones of soil formation factors, the soil of the Ridder city territory is formed by various types and features in their geographical distribution are established. The soils of mountains, foothill plains and intermountain valleys were formed in conditions of vertical zonality. In mountainous conditions, mountain forest, mountain forest-meadow-steppe, mountain-steppe, mountain ash-covered chernozems were formed. The soils of the plains and intermountain valleys are represented by forest soils, podzolized chernozems, semi-hydromorphic and hydromorphic soils.

All rivers and streams in the surveyed territory belong to the horn of the right bank of the Irtysh. The largest rivers are Ulba, Tikhaya, Bystrukha, Belaya Uba and others. The rivers are fed by thawed and rainwater. The surface waters are clean, fresh. All surface and ground waters are suitable for domestic and agricultural needs.

The main agricultural water supply is based on surface waters, the presence of a sufficient number of water sources ensures complete watering of pasture lands.

According to the land registration data, the area assigned to the city is 12613.0 hectares. Depending on the intended purpose , the entire land fund of the territory of the settlement is divided into categories:

Pastures included in agricultural lands, lands of settlements and reserve lands are provided for grazing animals.

Agricultural land is 14085.8 hectares. They account for 2.9% of the total area of the territory. Almost all agricultural lands are in use and owned by individuals, non-governmental and state-owned enterprises.

In the category of reserve lands, there are 18637.5 hectares of agricultural land, of which 478.5 hectares are deposits, 6602.2 hectares of hayfields, 9402.4 hectares of pastures. These unclaimed and not submitted to the ownership or use of land, are the reserve of the district for agricultural use. In the reserve lands of the district there are a large number of small-scale pastures, these are remote, hard-to-reach and low-productive areas that have almost never been used for grazing.

Almost all lands suitable for agricultural use are assigned to land users. The lands of settlements are used very intensively, especially pasture lands.

Currently, there are 6,152 heads of cattle, 1,791 heads of small cattle, and 1,949 heads of horses in the district.

There are 1 veterinary point, 1 slaughter site, 1 burial ground (biothermal pit) in the district.

The areas of land necessary for the vital activity of villages, when establishing the features of settlements, were calculated for the number of livestock available to the population at that time. Currently, there is a tendency to increase the number of cattle and small cattle and horses, which creates a shortage of pasture lands allocated to districts.

The calculation of the need for pastures by districts was carried out according to the load standards according to the Order of the Minister of Agriculture of the Republic of Kazakhstan dated April 14, 2015 No. 3-3/332 "On approval of the maximum permissible load rate for the total area of pastures", based on the materials of geobotanical surveys.

When calculating the need for pastures for grazed livestock from the population, pastures are not additionally required for villages, the village and the city of Ridder, the shortage of pasture lands within the boundaries of settlements for grazed livestock in the villages of Prigorodnoye, Lesnoye, Ulbastroy, Livino, Leninogorsky Forestry, Transverse and the village of Ulba is eliminated due to pasture lands located on the border of the line of settlements.

To meet the needs of pastures within the boundaries of settlements, it is necessary to change the territory of settlements and redistribute the areas between agricultural lands and reserve lands. To graze all livestock of the population, it is necessary to additionally include 1515.5 hectares of pastures in the lands of settlements, at the expense of reserve lands located on the border of settlements.

Seasonal pastures have been set aside throughout the territory. A memorandum on the forest fund for grazing cattle for seasonal distilling has also been signed.

When using agricultural land in populated areas, it is necessary to observe pasture rotations, which will improve the condition of the feed base. In order to provide cattle with pasture feed in the summer, it is proposed to leave the heads of cows and young animals up to 6 months old to graze on pastures located near settlements. For older young animals and horses, it is recommended to organize summer camps on more remote pastures.

In order to prevent the deterioration of forage dignity and the reduction of yields of herbage of natural and seeded pastures, it is necessary to apply a system of pasture use, i.e. to introduce pasture turnover.

Pasture turnover is a system of using pastures and caring for them, in which the terms and methods of their use change in a certain order (during the season, after a year or several years). To do this, grazing and haymaking are periodically alternated with a change in the timing of grazing, and pasture is provided with rest.

When drawing up a pasture turnover scheme, they usually provide for an annual change in the order of using paddocks for grazing cattle (and if, for example, in the current year, cattle grazing began with the first paddock, then next year it should be started with the second, then with the third, etc.); periodic use for haymaking of a number of paddocks on which in the previous year they started grazing in the spring; periodic late mowing (after seeding), and on heavily downed pastures, periodic provision of full rest with the necessary agrotechnical measures.

Based on the natural and climatic conditions and the downed pastures (which is especially relevant in relation to pastures used by the population), a shift-seasonal pasture turnover is used, which provides for a three-fold scheme with a sequential change of paddocks during the seasons of the year. With such a scheme of pasture turnover, each plot must be divided into pens for the next bleed: for the beginning, middle and end of the season.

This scheme of pasture turnover should be applied when organizing pastures for grazing livestock of the population of all districts of the district.

The developed Plan for the management of pastures and their use in the city of Ridder for 2023-2024 will ensure the need for feed, rational use of pastures, improve their condition, infrastructure, and prevent the process of degradation.
