Achievements of the city of Ridder during the years of Independence
Ridder celebrates Independence anniversary with good socio-economic indicators.
December 16 of this year marks the 30th anniversary of the historic day when the Republic of Kazakhstan declared itself an independent state.
The newest national history, which is three decades of independence, formation and strengthening of national sovereignty and statehood of Kazakhstan, is inextricably linked with the name of the First President of the Republic of Kazakhstan – Elbasy Nursultan Nazarbayev. Thanks to the strategic leadership and the enormous personal work of Elbasy, a new and dynamically developing Kazakhstan was created step by step. Under the leadership of the First President, the formation of a new system of public administration took place, solutions to systemic problems in the economy were found, the process of formation of Kazakhstan's statehood was launched. The contribution of the Leader of the nation to the creation of a stable and competitive state remains unprecedented in Kazakhstan's history. The years of Independence have become an era of economic progress and sustainable development for Kazakhstan. Kazakhstan has become a leader in the implementation of the most successful and large-scale market reforms in the post-Soviet space. Government spending on industries that determine the potential of human capital – education, science, culture, healthcare and social protection of the population - is growing every year. We feel the results of the implementation of social reforms today in our region. Ridder celebrates the anniversary of Independence with good socio-economic indicators. *** If we consider the achievement of the targets, we can see that the volume of industrial production has increased 17.9 times since 1995 and amounted to 128 billion 433 million tenge for 2020. For 10 months of this year, the volume of industrial production amounted to 130 billion. 179 million tenge. The growth of indicators in agriculture is also observed, the volume of gross agricultural output increased more than 20 times and amounted to more than 8 billion tenge in 2020. For 10 months of 2021, the volume of gross agricultural output amounted to 10 billion 868 million tenge. It is worth noting that since 1997, 336 billion 272 million tenge of investments in fixed assets have been attracted, including 59 billion 499 million tenge in 2020, with an increase of 68 times. For 10 months of 2021, the volume of investments in fixed assets amounted to 65 billion 765 million tenge. This is a great achievement for our region. *** Significant progress has been made in the construction sector. The volume of construction works amounted to 167 billion. 289 million tenge, including 23 billion 830 million tenge in 2020, an increase of 148 times. For 10 months of 2021, the volume of construction works amounted to 25 billion 332 million tenge. More than 220 thousand square meters of housing have been built in our region, 17 residential buildings have been commissioned. 6.1 thousand square meters of housing were commissioned in 9 months. We cannot but rejoice that for 2021 the budget of our city was approved in the amount of 9 billion 038 million tenge, having increased 18 times. Of these, 55% is allocated to the social sphere and education. According to the latest data, revenues to the local budget have increased by 7.7 times since 1995 and amounted to 4 billion. 36 million tenge for 2020. Since 2009, 10,272 new jobs have been created, and the unemployment rate has been reduced by 8.2 percentage points: from 12.5% in 1996 to 4.3% in 2020. The average monthly salary has increased 105 times since 1994 and is currently 253 thousand 623 tenge (1994 - 2,421 thousand tenge). Everyone knows that water is one of the most important sources of life. The city administration carefully controls the provision of drinking water to the population. The analysis showed that the provision of urban population with centralized water supply has increased from 95% to 98%, in rural settlements from 44% to 89% (8 out of 9 villages have access to centralized water supply) since 2009. The city is successfully implementing the instructions of the First President – Elbasy N.A. Nazarbayev and the President of the country K.K. Tokayev, as well as the tasks set in the election program of the Nur Otan party. *** How are our state programs being implemented and what indicators have we achieved? The State Program of accelerated industrial and innovative development of the Republic of Kazakhstan for 2010 - 2014. Within the framework of the Industrialization Map of Kazakhstan, three projects have been implemented: two projects were completed in 2010 and brought to full capacity: Reconstruction of the zinc production of RMK Kazzinc LLP. Technical re-equipment of Kazzinkmash LLP (replacement of outdated equipment and technologies with new highly intelligent ones in order to increase productivity and improve the quality of products). The project "Development of ore bodies in the lower horizons of the Tishinsky mine" was commissioned in 2014, with the aim of increasing reserves and extending the life of the existing mine. *** We know that the "State Program of Industrial and Innovative Development of the Republic of Kazakhstan for 2020 - 2025" is aimed at the development of the manufacturing industry with the concept of efforts and resources in certain sectors of regional specialization using a cluster approach and effective industry regulation. The Entrepreneurship Support Map of the East Kazakhstan region includes 2 projects: Kazzinc LLP "Exploration and opening of the Dolin deposit", the project is included in the Entrepreneurship Support Map of the region. The purpose of the project is to expand the mining base. The implementation period 2013-2021, the total cost of the project is 67.0 billion tenge, the source of financing is the company's own funds. Since the beginning of the project, 59.8 billion tenge or 89.3% has been disbursed. The design capacity is 921.4 thousand tons of ore per year. It is planned to create 320 new jobs, taking into account retraining and re-profiling from the company's internal reserves. The project of Orman-Dala LLP "Processing on technogenic mineral formations from clinker-containing dumps of Leninogorsk GOK", worth 265.0 million tenge. The planned design capacity of the project is 1500 m3 of clinker. The purpose of the project is the construction of a clinker processing line using innovative technologies. *** Now I would like to focus on how the state program of infrastructure development "Nurly Zhol" for 2015-2019 is being implemented in our city. For the implementation of this program, 569.3 million tenge was allocated from the National Fund for the construction of water supply networks, including 100.3 million tenge was allocated for the construction of water supply networks in the Talovka district (7200 MP); 69.8 million tenge was allocated for the construction of a water supply system in Leninogorsk Forestry (7776 mp).; Construction of a water supply system in the village of Transversal (11371 mp) allocated 399.2 million tenge. In 2017, funds totaling 647,407 million tenge were allocated for the implementation of 3 heat supply projects within the framework of the State Program of Infrastructure Development "Nurly Zhol" for 2015-2019, including: Construction of a pumping station for heating networks of 5 and 6 microdistricts of the city, the total amount of financing is 163.8 million tenge. Construction of main and intra-block heating networks in 6.7 microdistricts of the city, the total amount of financing is 335.1 million tenge (330.4 million tenge). tenge from the National Fund, 4,685 million tenge - loans at the expense of funds from the regional budget). Construction of a circular pumping station for heating networks of 1,6,7 districts of the city, the total amount of financing is 148.5 million tenge. *** In our city, state financial support is provided within the framework of the Business Roadmap Program in the following areas: 16 grants were issued for 34 million tenge; 71 projects were subsidized, with a total loan portfolio of 2365.8 million tenge; 26 micro-loans were issued for a total of 32.4 million tenge. For 9 months of 2021, 1 grant for 5 million was issued. tenge; 16 projects were subsidized for a total loan portfolio of 77.5 million tenge. Here I would like to note that thanks to the initiative of the President, this Program has been extended for 2022 and entrepreneurs of the city will be able to receive additional state support. *** Measures ensuring employment of the population remain an important direction. The Enbek program was adopted for 2017-2021 in Ridder, 7040 people took part in the Enbek program, of which: 4089 people were employed for permanent jobs. Temporary jobs are very important while the unemployed are looking for a new job. Because people have a job and some income during the year. And what is important, they do not lose professional skills, but even acquire new ones. Working in a temporary job makes it easier for program participants to get a permanent job. 1,735 unemployed people were employed in temporary jobs: social jobs – 214 people; youth practice -138 people; public works - 1383 people. 428 people have completed short-term training. The Enbek state program has good tools for the development of mass entrepreneurship in the form of preferential loans and gratuitous grants: microcredits were issued to 25 small business entities, 165 grants were issued for the implementation of new business ideas. Small and medium-sized businesses remain an important component of the region's economy. In order to diversify production and develop small and medium-sized businesses, the anchor investment project "Diversification of mining enterprise production" was implemented in the city of Ridder on the basis of the existing enterprise "Vostok Energy Industry" LLP. Since the beginning of implementation, 92.5 million tenge of own funds have been invested in the project. Within the framework of this program, 8 multi-apartment residential buildings were repaired, with a total cost of 136.5 million. tenge, construction of four 60-apartment residential buildings, reconstruction of streets into cities, the total cost of 651 million tenge. In 2021, projects are being implemented: 6 kV transmission line from the city of Ridder to the West Altai Nature Reserve; water supply networks in the Botany area (second stage); power supply system of the 3rd residential district "Botany" (1st stage); construction of sewer networks in the Geologist microdistrict; construction of a bridge over the Filippovka River (project moving to 2022); reconstruction of a bridge over the Ulba River (project moving to 2022). In 2021, the project "Auyl-El besigi" was implemented in the city of Ridder, within the framework of which the average repair of roads, the repair of power supply networks and the installation of street lighting in the village of Prigorodnoye was carried out. In 2022, construction of an above-ground pipeline from Ridder CHP JSC to promising areas of Ridder City development with a length of 4,087 km will begin to provide high-quality thermal energy for residential buildings and social facilities. *** Within the framework of the Employment Roadmap 2020 program, three 60–apartment residential buildings were put into operation, in which orphans and displaced persons from labor-surplus regions were settled.
*** Within the framework of the Nurly Zher program, a 60-square-meter rental residential building has been under construction since 2019, a major project in the field of water supply "Reconstruction of existing water supply and sanitation networks" is being implemented. Also, special attention is paid to improving the provision of services in the housing and utilities sector. This year, funds in the amount of 113.3 million tenge have been allocated for the repair of street lighting networks, for 12 streets of the city (Mi- Churina, Roschina, Tolstoy, Lugovaya, Leninogorskaya, Schmidt, Vokzalnaya, Konnaya, Gostinnaya, Gagarin Ave., Leskhoz village, Li-vino village). Funds in the amount of 453.2 million tenge were allocated from the city budget for the repair and maintenance of highways (in 2020, 638.9 million tenge). For reference: - current repair of asphalt-concrete road covering – 120.7 million tenge. - maintenance of gravel pavement do- rog – 31.2 million tenge. - summer maintenance of sidewalks -75.0 million tenge. - summer maintenance of intra-block driveways – 91.9 million tenge. - maintenance of gravel roads – 5.7 million tenge. - summer maintenance of roads – 3.7 million tenge. - winter maintenance of roads – 125.0 million tenge. The priority tasks of the city's leadership is to ensure the safety of life and health of citizens involved in road traffic. 69 million tenge has been allocated to ensure road safety. 82 million tenge was allocated for the construction of 10 children's playgrounds in the city and 2 playgrounds in the villages of Transverse and Butakovo. All works are completed on time. *** Much attention is paid to the development of agriculture in the region. During the period of independence, solving the tasks set by the First President - Elbasy N.A. Nazarbayev has achieved significant results in the agro-industrial complex in the region: there is a constant increase in the production of milk, meat and eggs, the number of farm animals and labor productivity has increased, there has been a significant increase in the acreage of cereals, vegetables and potatoes. The machine and tractor fleet is also updated annually. The growth of milk production is visible due to the existing two dairy farms and two milk receiving points, also at the expense of its own funds, the peasant farm "Dudkin A.S." has built a feedlot for 200 heads. On an annual basis, local producers receive state support in the form of subsidies. For example, they received subsidies to reimburse part of the expenses incurred by the subject of the agro-industrial complex with investments: KH "Dudkin A.S." in the amount of 25 million tenge, KH "Turkanov K." - 750 thousand tenge and KH "Mozulyako M.N." -750 thousand tenge. The volume of gross agricultural output in January-October 2021 amounted to 10868.2 million tenge, which is 2804.3 million tenge or 34.7% higher than the level of the same period in 2020 (8063.9 ml.tenge), including the livestock industry - 1581.0 million tenge, the crop industry - 9287.2 million tenge. *** Today, an important social sphere of the region is healthcare, the formation of a commitment to a healthy lifestyle among the population, and improving the quality of medical care. The situation with the coronavirus pandemic remains one of the issues of concern to the population. Currently, the city is located in the "green zone". To date, the only effective weapon in the fight against the pandemic is vaccination. 4 vaccination points have been opened in the city, a mobile medical center has been organized.
Since November 17, vaccination of adolescents, pregnant and lactating women with the Pfi zer vaccine has begun. Starting from November 20, 2021, the population is being revaccinated.

The Paryz Foundation purchased 226 units of medical equipment worth more than
231.0 million tenge. The hospital is
currently intended for the treatment of patients with
coronavirus infection.
In 2021, medical equipment was purchased through the Paryz fund in the amount of 17.6 million
tenge (2 units syringe pump, 2 units bedside monitor, 6 units functional beds). Repair of the maternity hospital is planned for 2022 from the Paryz fund.
In 2022, it is planned to begin construction of a multidisciplinary hospital
complex with a 140-bed hospital and a polyclinic for 500 visits per shift.
To solve the problem with the shortage of medical personnel, measures are being taken to attract young specialists to the city, such as: participation in job fairs, placement of shortages, videos about the social support provided on the unified electronic labor exchange and websites of medical universities, attracting interns and residents to practice. A memorandum of cooperation in the field of training of healthcare professionals was signed between the City Hospital and the Semey Medical University.
Young specialists at the expense of funds Ridder City Hospital is given the opportunity to study in residency at the conclusion of a 3-party contract in the required specialties.
Young professionals who are employed are provided with rental housing from the akimat and lifting in the amount of 1 million tenge from Kazzinc LLP.

One of the important indicators of economic growth is the level of employment of the population.
As of
01.11.2021, 268 unemployed people were registered in the city, which is
lower than the level of the same period in 2020
years (289 people) per 21 people or by 7.3%. The number of employed was
1208 people out of 1351 who applied. The employment rate of the total number of applicants was 89%, an increase compared to the indicator of the same period
2020 (80%) by 10%. At the same time, employers have 864 open vacancies.
In order to eliminate the existing imbalances, 70 people have been allocated for training and retraining at the expense of the budget this year, a youth practice has been organized for 31 people, 36 people have been attracted to social jobs. To participate in public works attracted
264 unemployed and 88 students. For these
purposes, more than 79 million tenge has been allocated from the MB,
from OB – more than 7 million tenge, from RB - more
55 million tenge.
In addition, 43 people were trained under
the Bastau Business project. In 2021, grants were approved and paid for the implementation of new business ideas in the amount of 20.4 million
tenge for 35 people.
Filling the shortage of qualified personnel is carried out by resettling citizens from labor-surplus regions. For the current year , the quota is 35 families (70 people). At the moment,
27 families (84 people) have been relocated, 28 of them have been employed.

Maman"
As already noted, the need for personnel in the city is 864 vacancies,
including 55 vacancies in education,
66 vacancies in healthcare, 365 vacancies in technical, 378 other vacancies.
During the period of the Program from 2022 to 2026, it is planned to gradually employ graduates of universities and colleges for existing vacancies. The provision of rental and credit housing is provided for employment from among the facilities planned for construction with the payment of 10% of the loan amount from Kazzinc LLP.
So, in 2021, construction of a 60-apartment rental residential building was started at the expense of budgetary funds. The construction is scheduled to
be completed in 2022.
In 2022, it is planned to start construction of one credit 60-apartment residential building at the expense of Kazzinc
LLP and one 54-apartment house at
the expense of budgetary funds.
Also, in 2023, it is planned to build one 54-apartment rental residential building at the expense of budget funds
In 2024, the construction of
two 60-apartment residential buildings will begin,
commissioning is planned for 2025-2026

In addition, for young professionals who have
arrived from labor-surplus regions within the framework of the state program
"Enbek", a payment for rental housing in the amount of 20 MCI monthly
and relocation subsidies in the amount of 70 MCI is provided
(204,000 tenge) per person. To ensure the employment of
graduates of higher educational institutions, as
well as colleges, a tripartite memorandum of mutual cooperation has been developed, the parties to which are the akimat of the
city of Ridder, the educational institution and the employer.

The President of the country separately focused on the quality of education and gave specific instructions.
During the years of independence, construction and restoration of kindergartens were provided in the city, previously leased and privatized kindergarten buildings were returned, the number of open private kindergartens and mini-centers increased.
In just 30 years, 3 kindergartens were built in the city of Ridder
and 1 kindergarten was restored.
Currently, there are 17
pre-school organizations. Of these:
4 private, 11 public preschool
organizations, 1 kindergarten-primary school complex and 1 mini-center. As a result of the measures taken, the coverage of preschool children
education and training increased 6
times from 15% in 1999 to 100% in 2021.
Over the past five years, the number of teaching staff of preschool organizations has increased by 140 people and amounted to 313 people. Their qualitative
composition has been improved. Today, 31% of personnel have the highest and first category, this is compared to
increased by 17% (23%) in 2011.
There are 15 secondary schools in the city of Ridder.
Including 1 school with the state language of
instruction, 2 schools with a mixed language
12 schools with the Russian language of instruction. In three years, the number of school students has increased by 1,000 people. At the beginning
of the 2021-2022 academic year, the number of students
was 7164. There are 526 school teachers in total. Of these, 55% have the qualifications of "teacher-expert" and "teacher-researcher".
The number of graduates who received
the "Altyn Belgi" badge from 2004 to 2021 is 92 students. The number of graduates who
graduated from school with a certificate "with honors" from 2004 to 2021 is 120
students. There are no emergency schools and three-
shift training in the city.
To unload the 2-shift work of the existing schools of the city in 2021,
the construction of a school for 600 places in the 6th microdistrict, with modern specialized
classrooms, a gym, has begun.
There are 2 colleges functioning in our city.
Ridder Agricultural and Technical College is the oldest educational institution of the
system of technical and vocational training. The College implements technical and vocational education programs together with social
partners, such as Kazzinc LLP,
Bakyrchik Mining
Enterprise LLP, KAZ MineralsAktogay LLP
(KAZ Minerals Aktogay), forestry and other large producers.
On the initiative of the President of the country K.K.
Tokaeva College has been participating in the
project "Zhas Maman" since 2020. According to the project, 164 units of equipment were purchased for a total
amount of 272.0 million tenge. On the basis of the college,
in May 2021
, a Competence Center in the field of Non-ferrous metals Metallurgy was opened and operates. Based on the technical characteristics of the equipment and
functional purpose, 2
theoretical training rooms, 8 laboratories were created.
The total contingent of the college is
893 students, including: full-time-674, correspondence - 219. The number of teachers-44.
The second educational institution is the Ridder
Multidisciplinary College founded in 1946.
The College conducts training in 7 specialties and 19 qualifications. The student body is 276 students.
The versatility of training specialists is due to the need of the region,
which is confirmed by the applications of enterprises and organizations.
One of the main conditions for the training of workers is social
partnership and interaction with employers. The main partners of the college
are more than 40 enterprises and private
firms G. Ridder.
The College provides training using modern technologies of
modular competence approach, modular credit, dual training.
Employment and employment
of college graduates is 90%.
It is planned to open a new specialty "Construction and operation of highways".

educational and material base of the college in

gyms, a network of outdoor sports grounds).
The city has a Children's and youth sports School, a branch of the "Specialized Children's and Youth Sports School of the Olympic Reserve in
winter sports", a Republican
sports boarding school and
an Olympic Reserve College.
There are 14 "Streetworkout" sports grounds for young people in the city of Ridder. In 2020, within the framework
of the Employment Roadmap program, football and hockey grounds were installed in 3 and 4 microdistricts. This year , in the new
residential neighborhood of Botany , it was established
mini football field. Skate platforms are
installed in the park in the 7th district and in the park
behind the Palace of Culture. In winter
, hockey boxes function in all 15 schools of the city.
In December 2016, a sports module was put into operation, where sports grounds with markings
for volleyball, basketball, mini-football,
handball, and a gym are located. In 2019, in
order to improve the quality of the training process and increase the level of
athletic skill of athletes in

tourist destination "Ski
Altai Cluster" and is part of the Altai resort area, where 3 priority zones have been identified for the city of Ridder: Ulba village;
the village of Transversal; the village of Konovalovka.
Eco-tourist routes have been created and are functioning. Many tourist bases are located at the foot
Ivanovo ridge, which gives

tourism, 3 large travel agencies are actively working in the city.
One of the forms of support for the development of the industry is the provision of land plots:
- 3 land plots - for the development of
roadside service and the opening of tourist bases;
- 3 land plots - for maral breeding and construction of bases, including
pantotherapy.
Since the beginning of 2015, an entrepreneur
Klimov V.A. implements the project "Construction of a maral breeding medical and hunting farm" with annual modernization. Currently, 5 heads of
marals have been purchased. In the future, the entrepreneur plans to expand this field of activity.
The nature of the Ridder region is unique and fascinates with its beauty and
clean air. The Ridder region
has all the prerequisites for the development and
expansion of the tourism sector.

The Head of State in his Message to
the people of Kazakhstan noted that "our main principle "unity in diversity" is
unshakable. Therefore, harmonious development
interethnic relations have always been and will
be one of the main directions of Kazakhstan's state policy."
In the city of Ridder, the House of Friendship of Peoples is successfully functioning, where 12
ethno-cultural associations and 6 creative collectives work, the children's theater studio "Zvezdochka", "Cossack Origins", the studio of
folk-applied creativity "City of
Masters" - propagandizing the identity of cultures, folk folklore, customs and traditions. In order to strengthen interethnic harmony, socio-political stability in society, strengthen family values and foster a tolerant
attitude in the family at the House of Friendship of Peoples, there is a Council of Public
Consent and a Council of Mothers, a mediation cabinet.
All conditions have been created in the city for the development and functioning of the state
and other languages. There is a Language learning Center. The center is equipped with the necessary
material and technical base for the organization of Kazakh, Russian and
English for all groups of the population. Since 2007, since the establishment of the Center, about six thousand
students have been trained.
In order to spread the idea of trilingualism, promote the new Romanized alphabet among the population of the city
, various events, contests, and promotions are regularly held.

Like any city, our Ridder strives for a high standard of living, a thriving economy based on
modern technologies, and building
equal relations in foreign
policy. It must be remembered that independence is a fragile thing that needs to be protected and strengthened by the joint
efforts of all citizens.
Ridder's achievements don't stop there. Our Independence is
aimed at the future, based on the large-scale modernization of various spheres of
life of the Kazakh society within the framework of
national strategies and programs "Kazakhstan-2050", the National Plan "100 concrete steps to implement five institutional reforms", "Nurly Zhol", "Third
Modernization", "Rukhani Zhangyru", the Strategic Development Plan of Kazakhstan until
2025.
