30th anniversary of Kazakhstan's independence: economic diversification is the key to success

The first five-year plan of the State Program of Accelerated Industrial and Innovative Development (SPFIID) was launched on the initiative of Elbasy Nursultan Nazarbayev in 2010. As the First President noted in his Address to the people of Kazakhstan, it was critically necessary to increase the productivity of the economy through industrialization.
The program for 2010-2014 includes most of the system-wide areas of state development, such as the development of entrepreneurship and SMEs, industrial infrastructure, employment, and the creation of a favorable investment climate.
- Economic diversification is the key to success. Sustainable and balanced development in the next decade will be ensured through accelerated diversification and increasing the competitiveness of the national economy. The most important task is the comprehensive growth of labor productivity – " Nursultan Nazarbayev said in 2010.
It was noted that in the domestic economy, one employee per year produces products worth 17 thousand dollars. In developed countries, this figure exceeds 90 thousand dollars. It was necessary to correct the situation by increasing labor productivity and introducing innovations.
– On my instructions, the Government has developed a State program for accelerated industrial and innovative development and a detailed Map of the country's industrialization. These two documents are a detailed action plan of what, where and how we will build in the next five years. Today we are talking about the implementation of 162 projects with a total investment of 6.5 trillion tenge, which is more than 40% of the country's GDP, which will allow us to directly create more than 200 thousand new jobs in the next three years alone, " Elbasy said.

At the same time, within the framework of the first five – year plan, important basic prerequisites were laid for launching the process of economic diversification-key laws were adopted, including the "Program for attracting investments, developing special economic zones and stimulating exports to the Republic of Kazakhstan for 2010-2014" and the Law of the Republic of Kazakhstan "On Energy Saving and Energy Efficiency" and others. In addition, more than 50 laws have been amended.
