Department of Housing and Public Utilities, Passenger Transport and Highways of the City of Ridder
on issues of provision of public services for 2025
By the order of the Acting Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan “On approval of the register of public services” dated January 31, 2020 No. 39/НҚ approved Register of public services, including those provided by local executive bodies. State Institution "Department of Housing and Public Utilities, Passenger Transport and Highways of the City of Ridder" (hereinafter referred to as the Department of Housing and Public Utilities of the City of Ridder) 6 government services were provided:
- Registration and deregistration of hazardous industrial facilities and hazardous technical devices is carried out on the basis of the Rules approved by the order of the Minister of Emergency Situations of the Republic of Kazakhstan dated September 29, 2021 No. 485 (the order is registered in the Register of State Registration of Regulatory Legal Acts No. 24574);
- Registration and queueing, as well as the adoption by local executive bodies of a decision on the provision of housing to citizens in need of housing from the state housing stock or housing rented by the local executive body in the private housing stock, is carried out on the basis of the Rules approved by the order of the Minister of Industry and Construction of the Republic of Kazakhstan dated December 27, 2023 No. 168 (the order was registered with the Ministry of Justice of the Republic of Kazakhstan on December 28, 2023 No. 33835).
In connection with the transfer of powers to register citizens of the Republic of Kazakhstan and kandas in need of housing and to distribute housing to those in need to the Housing Construction Savings Bank, which has the status of a national development institution (hereinafter referred to as the Housing Construction Savings Bank), in accordance with amendments made to the legislation of the Republic of Kazakhstan, the public service from 24.05.2025 is called "Registration of citizens of the Republic of Kazakhstan, kandas , in need of housing in the electronic database "Housing Provision Center", and is provided by the Housing Construction Savings Bank.
- Privatization of housing from the state housing stock is carried out on the basis of the Rules approved by the order of the Acting Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated August 12, 2021 No. 437 (the order is registered in the Register of State Registration of Regulatory Legal Acts No. 23983);
- The issuance of a permit for cutting down trees is carried out on the basis of the Model Rules for the Maintenance and Protection of Green Spaces, Rules for the Improvement of the Territories of Cities and Towns, and the Rules for the Provision of Public Services, approved by the order of the Minister of National Economy of the Republic of Kazakhstan dated March 20, 2015 No. 235 (the order is registered in the Register of State Registration of Regulatory Legal Acts No. 10886);
- Subsidizing from budgetary funds the losses of carriers associated with the implementation of socially significant passenger transportation is carried out on the basis of the Rules approved by the order of the Acting Minister of Investments and Development of the Republic of Kazakhstan dated August 25, 2015 No. 883 (the order is registered in the Register of State Registration of Regulatory Legal Acts No. 12353);
- The issuance of a passport of readiness of energy producing , energy transmitting organizations and heat producing , heat transporting entities for work in the autumn-winter period is carried out on the basis of the Rules for obtaining a passport of readiness for work in the autumn-winter period by energy producing , energy transmitting organizations and heat producing , heat transporting entities. Approved by order of the Minister of Energy of the Republic of Kazakhstan dated February 2, 2015 No. 55 (the order is registered in the Register of state registration of regulatory legal acts No. 10516).
There are regulatory legal acts (rules for the provision of public services) for all the services listed.
In 2025, the Ridder City Housing and Communal Services Department provided a total of 353 public services (153 to individuals, 200 to legal entities).

- Issuance of permits for tree felling – 0.
- Registration and deregistration of hazardous technical devices – 4.
- Subsidies losses of carriers - 195 .
