Report on the Activities of the State Institution “Department of Architecture, Urban Planning and Construction of the City of Ridder” on the Provision of Public Services for 2025

By Order of the Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan dated November 29, 2022 No. 467/НҚ “On Approval of the Register of Public Services,” the List of public services provided by local executive bodies and subordinate organizations has been approved in accordance with the Register of Public Services.

The State Institution “Department of Architecture, Urban Planning and Construction of the City of Ridder” (hereinafter referred to as the Department) provides the following types of public services:

  1. Provision of initial materials for the development of construction and reconstruction projects (redevelopment and re-equipment);
  2. Approval of sketches (design concepts);
  3. Issuance of a decision for carrying out a set of works on post-utilization of facilities (demolition of buildings);
  4. Provision of a land plot from lands of a settlement, village (Stage 1);
  5. Acquisition of rights to a land plot within cities of republican significance, the capital, regional and district-level cities (Stage 1);
  6. Issuance of a decision to change the designated purpose of a land plot;
  7. Approval of placement of outdoor (visual) advertising objects within the right-of-way of public roads of regional and district significance (not востребована / not requested);
  8. Issuance of permits to attract funds from equity holders (not requested);
  9. Issuance of a certificate for determining addresses of real estate objects within the territory of the Republic of Kazakhstan.

In 2025, a total of 2,324 public services were provided by the state body.

  • Provision of land plots from lands of settlements and villages – 104.

Provided electronically: 2,220

Including:

Via the “Electronic Government” web portal: 754

  • Issuance of certificates for determining addresses of real estate objects within the Republic of Kazakhstan – 754.

Via the State Database “E-Licensing”: 269
By types of services:

  • Issuance of decisions for demolition (post-utilization of facilities) – 178;
  • Issuance of decisions to change the designated purpose of land plots – 91.

Via the Geo-Information Portal of the State Urban Planning Cadastre (AIS GGC): 788
By types of services:

  • Provision of initial materials for construction and reconstruction projects – 418;
  • Approval of sketch (conceptual) designs – 370.

Via the Unified State Real Estate Cadastre (EGKN): 409

  • Acquisition of rights to land plots within cities of republican, regional, and district significance – 409.

Public services in the field of architecture and construction continue to be in demand.

Throughout 2025, service providers conducted awareness activities, including explanatory campaigns, live broadcasts, and online public service fairs on social media, aimed at informing service recipients about the procedures for obtaining public services.
