The State Has Updated the Rules for Housing Assistance: Now Transparent and Available Online

Housing assistance is a state benefit intended for low-income citizens and families in Kazakhstan. Its main purpose is to compensate part of the expenses for housing, utilities, and rent for housing obtained from the state housing fund.

The state aims to support socially vulnerable citizens and ensure transparency of the process through digitalization.

The application process is максимально simplified and accessible: applicants can submit an electronic application via the eGov.kz portal. Key information about the applicant and their family (ownership of real estate, permanent registration, income, and bank account) is verified through requests to government bodies. Income data is checked through information systems.

To register an application, consent from adult family members is required. In the AIS «Social Assistance», a standardized calculation is generated taking into account established limits, which makes the decision-making process fast and convenient.

How to Receive Housing Assistance in 2025: A Complete Overview

Housing assistance is provided to low-income citizens and families whose total income is low and whose expenses for housing, utilities, and rent (if the housing is obtained from the state housing fund) exceed the regional threshold.

Housing assistance may be received by citizens who live in their only home or rent housing from the state housing fund.

Who Is Considered Low-Income?

A family living in one dwelling is considered low-income if the share of the maximum allowable expenses, established by maslikhats (from 5% to 10% of the family’s total income), is lower than the actual expenses for housing, utilities, and rent (state housing fund).

Key Conditions for Receiving Assistance:

  1. Registration and residence: Assistance is provided only at the place of permanent registration and actual residence.
  2. Only one dwelling: Assistance is granted for only one residential property. Citizens must live in their only home or rent housing from the state housing fund.
  3. Income assessment: Family income is calculated for the quarter preceding the quarter of application. All types of income are considered: wages, benefits, alimony, business income, rental income, income from securities, gifts, etc., except for those specified in the Rules for Providing Housing Assistance (Order of the Minister of Industry and Construction of the Republic of Kazakhstan dated December 8, 2023, No. 117).
  4. Assignment period: Housing assistance is granted for one quarter (3 months). After this period, a new application must be submitted with confirmation of income and expenses. Repeated applications for the public service are allowed.

Who Is Compensated for Utility Services? New Standards and Assignment Procedure

Housing assistance compensates low-income citizens for part of the expenses in the following categories:

utility services: water, electricity, heating, gas;

maintenance of housing and adjoining territory;

major repairs;

communication services (for example, telephone subscription fees);

rent for housing obtained from the state housing fund.

Important to Know:

  • assistance is provided for only one residential property;
  • assistance does not apply to rent paid to a private individual;
  • assistance does not cover utility consumption exceeding established standards;
  • assistance does not cover consumption exceeding the established housing area norms;
  • if income is concealed, assistance may be canceled and repayment may be required.

How Housing Assistance Is Calculated Now: Unified Limits and 18 Square Meters per Person

The calculation of housing assistance is based on comparing the family’s actual expenses with the regionally established allowable share of expenses.

Calculation formula:

Housing assistance = Actual expenses (for utilities, housing and territory maintenance, major repairs, rent, etc.) – Maximum allowable level of expenses.

The maximum allowable level of expenses represents a percentage of the family’s total income above which housing expenses may be compensated.

This percentage is set by local maslikhats and may range from 5% to 10% of the family’s total income.

Since the allowable share is determined by maslikhats, the conditions and criteria for assistance may vary by region.

In the AIS «Social Assistance», a standardized calculation is carried out taking into account the established utility limits in a specific region.
