"Department of Housing and Communal Services, Passenger Transport and Highways of the city of Ridder"

on the provision of public services for 2024

 

By Order of the Acting Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan "On Approval of the Register of Public Services" dated January 31, 2020 No. 39/NK, the Register of Public Services provided, including by local executive bodies, was approved.   The state institution "Department of Housing and Communal Services, Passenger Transport and Highways of the city of Ridder" (hereinafter - the Department of Housing and Communal Services of the city of Ridder) provides 5 public services:

  1. Registration and de-registration of hazardous production facilities and hazardous technical devices is carried out on the basis of the Rules approved by the Order of the Minister of Emergency Situations of the Republic of Kazakhstan dated September 29, 2021 No. 485 (the order is registered in the Register of State Registration of Regulatory Legal Acts No. 24574);
  2. Registration and prioritization, as well as the decision by local executive bodies to provide housing to citizens in need of housing from the state housing stock or housing rented by a local executive body from a private housing stock, is carried out on the basis of the Rules approved by Order No. 168 of the Minister of Industry and Construction of the Republic of Kazakhstan dated December 27, 2023 (order It was registered with the Ministry of Justice of the Republic of Kazakhstan on December 28, 2023, No. 33835).

In connection with the transfer of powers to register citizens of the Republic of Kazakhstan and candace in need of housing to the Housing Construction Savings Bank, which has the status of the National Development Institute (hereinafter – ZHSSB), in accordance with the amendments made to the legislation of the Republic of Kazakhstan, the state service will be called "Registration of citizens of the Republic of Kazakhstan in need of housing, kandasov, in the electronic database "Housing Provision Center", carried out by ZhSSB after six months after the date of the first official publication of these changes (official publication in the newspaper Kazakhstanskaya Pravda no. 228 (30355), 11/23/2024; in the newspaper "Egemen Kazakhstan" No. 228 (30957) on 11/23/2024; Reference Control Bank of the National Bank of Kazakhstan in electronic form, 11/26/2024).

  1. The privatization of housing from the state housing stock is carried out on the basis of the Rules approved by the Order of the Acting Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated August 12, 2021 No. 437 (the order is registered in the Register of State Registration of Regulatory Legal Acts No. 23983);
  2. Permits for cutting down trees are issued on the basis of Standard Rules for the Maintenance and Protection of Green Spaces, Rules for the improvement of territories of cities and settlements, and Rules for the Provision of Public Services, approved by Order No. 235 of the Minister of National Economy of the Republic of Kazakhstan dated March 20, 2015 (the order is registered in the Register of State Registration of Regulatory Legal Acts No. 10886);
  3. Subsidizing losses of carriers related to socially significant passenger transportation from budgetary funds is carried out on the basis of the Rules approved by the Order of the Acting Minister of Investment and Development of the Republic of Kazakhstan dated August 25, 2015 No. 883 (the order is registered in the Register of State Registration of Regulatory Legal Acts No. 12353).

For all these services, there are regulatory-legal acts (rules for the provision of public services).

In 2024, the Ridder Housing and Communal Services Department provided a total of 256 public services (119 to individuals and 137 to legal entities).

Including:

Provided electronically: 256, including: provided electronically through the e-Government web portal - 116 (to individuals – 116, to legal entities – 0).

By types of public services:

- Registration and prioritization, as well as adoption by local executive bodies of a decision on providing housing to citizens in need of housing from the state housing stock or housing rented by a local executive body from a private housing stock – 73;

- Privatization of public housing stock – 43;

Provided electronically through GBD "E-licensing" - 140 (to individuals – 3, to legal entities – 137).

By type of public services:

- Issuance of a permit for cutting down trees – 3.

- Registration and de-registration of dangerous technical devices – 9.

- Subsidizing the losses of carriers – 128.
