Rules for maintaining the register of social entrepreneurship entities
Chapter 1. General provisions
2 The register of subjects of social entrepreneurship (hereinafter referred to as the register) is an electronic database containing information about individual entrepreneurs and legal entities that are subjects of social entrepreneurship in accordance with Appendix 1 to these Rules.;
3) A business identification number (hereinafter referred to as a BIN) is a unique number generated for a legal entity (branch and representative office) and an individual entrepreneur operating as a joint venture.;
5) An electronic digital signature (hereinafter referred to as an EDS) is a set of electronic digital symbols created by means of an electronic digital signature and confirming the authenticity of an electronic document, its affiliation and the immutability of its content.;
6) a social entrepreneurship entity (hereinafter referred to as SSP) is an individual entrepreneur or a legal entity (with the exception of large business entities) included in the register;
7) SSP of the first category is a SSP that promotes employment of the following categories of citizens, provided that according to the results of the previous calendar year, the average annual number of persons belonging to any of these categories (one or more such categories) among SSP employees is at least fifty percent (but not less than two persons belonging to such categories), and The share of labor costs of persons belonging to any of these categories (one or more such categories) in labor costs is at least twenty-five percent.:
persons with disabilities;
parents and other legal representatives raising a child with a disability;
pensioners and citizens of pre-retirement age (within five years before the age of entitlement to retirement benefits);
pupils and graduates of educational institutions for orphans and children left without parental care, aged from sixteen to twenty-three years;
persons released from serving their sentences from institutions of the penal enforcement (penitentiary) system - within twelve months after their release;
persons without a fixed place of residence;
parents and other legal representatives belonging to low-income, large or single-parent families, as well as mothers with many children who were awarded the "Altyn alka", "Kumis alka" pendants or who previously received the title of "Mother Heroine", as well as those awarded the "Maternal Glory" orders of I and II degrees; persons who have undergone medical and social rehabilitation of drug-related patients or treatment of dependence on psychoactive substances – within twelve months after rehabilitation or treatment;

8) SSP of the second category – SSP that promotes the sale of goods produced, works performed, and services provided to citizens from among the categories specified in subparagraph 7) of paragraph 2 of these Rules. At the same time, the share of income from such activities (types of such activities) based on the results of the previous calendar year should be at least fifty percent of the total income of the MTSP, and the share of net income received by the MTSP for the previous calendar year aimed at carrying out such activities (types of such activities) in the current calendar year is at least fifty percent of the amount of the specified income (if there is a net income for the previous calendar year); 9) SSP of the third category – a SSP engaged in the production of goods, performance of works, provision of services intended for persons with disabilities, in order to create conditions for them to overcome or compensate for the limitations of their life, as well as intended for other persons specified in subparagraph 7) of paragraph 2 of these Rules, in order to create equal opportunities with other citizens to participate in socially useful activities, provided that the share of income from such activities (types of such activities) according to the results of the previous calendar year is at least fifty percent of the total income of the SSP, and the share of net income received by the SSP for the previous calendar year aimed at carrying out such activities (types of activities). in the current calendar year, is not less than fifty percent of the amount of the specified income (if there is a net income for the previous calendar year) in accordance with
for the provision of social and household services aimed at maintaining vital activity in everyday life;
to provide social and medical services aimed at maintaining and preserving health through the organization of care, assistance in carrying out recreational activities, systematic monitoring to identify changes in the health status of citizens;
for the provision of socio-psychological services that provide assistance in correcting the psychological state for adaptation to a social environment;
for the provision of social and pedagogical services aimed at the prevention of behavioral abnormalities;
for the provision of social and labor services aimed at providing assistance in finding employment and solving other problems related to labor adaptation;
for the provision of services involving the improvement of communication potential, rehabilitation and social adaptation, social support services;
for the production and (or) sale of medical equipment, prosthetic and orthopedic products, software in the field of digital healthcare, as well as technical means that can be used exclusively for the prevention of diseases, rehabilitation of persons with disabilities, including medical habilitation of children with disabilities;
on organization of recreation and recreation for people with disabilities and pensioners;
on the implementation of educational programs of additional education;
to create conditions for people with disabilities and people with limited mobility, to ensure access to social, transport and recreational infrastructure, the use of vehicles, and the provision of universal communication services when providing information;
10) SSP of the fourth category is a SSP that carries out activities provided that the share of income from such activities (types of such activities) based on the results of the previous calendar year is at least fifty percent of the total income of the SSP, and the share of net income received by the SSP for the previous calendar year aimed at carrying out such activities (types of such activities in the current calendar year, is not less than fifty percent of the amount of the specified income (if there is net income for the previous calendar year) from among the following types of activities:
to provide psychological, pedagogical and other services aimed at strengthening the family, ensuring family upbringing of children and supporting motherhood and childhood;
for the organization of recreation and recreation for children;
for the implementation of general educational programs for preschool education and training, primary, basic secondary, general secondary education, educational programs for technical and vocational education;
to provide psychological and pedagogical support to children with disabilities, medical and social assistance to students and pupils experiencing difficulties in mastering the curricula of basic secondary and general secondary education, development and social adaptation;
training of employees and volunteers of socially oriented non-profit organizations aimed at improving the quality of services provided by such organizations;
cultural and educational activities (including the activities of private museums, theaters, libraries, archives, studio schools, creative workshops, botanical and zoological gardens, cultural centers, folk art houses);
on environmental protection;
to provide geriatric and gerontological care, organization of health and longevity centers, and healthy lifestyle measures to socially vulnerable segments of the population specified in subitems 7), 8), 9) and 10) of paragraph 2 of these Rules.
The specified information is updated annually as of December 31 of the previous calendar year for compliance with the conditions provided for in Article 79-3 of the Code, taking into account information provided by local executive bodies of regions, cities of republican significance and the capital following consideration by a special commission..
If an individual entrepreneur or a legal entity meets the conditions provided for in Article 79-3 of the Code, based on information provided by local executive bodies of regions, cities of republican significance and the capital, based on the results of consideration by a special commission on the 1st (first) day of the calendar quarter, new SSPs are entered into the register.
Chapter 2. The procedure for maintaining the register of social entrepreneurship entities
2) the documents specified in paragraphs 6, 7, 8 and 9 of these Rules, depending on the category according to which an individual entrepreneur or a legal entity applies for inclusion in the register.;
3) a power of attorney issued by an authorized person of the applicant, certifying the right of such person to sign the application (in the case of documents submitted by the applicant's representative acting on the basis of a power of attorney).
1) a copy of the applicant's staffing table, valid as of the application date;
2) copies of employment contracts with the applicant's employees from among the socially vulnerable segments of the population specified in the conditions of classification into the first category of the SSP;
3) copies of documents confirming the assignment of the applicant's employees to socially vulnerable segments of the population specified in the conditions of assignment to the first category of the SSP, according to the list in accordance with Appendix 3 to these Rules;
1) information on the sale of goods (works, services) produced by citizens from among the socially vulnerable segments of the population specified in the conditions of classification into the first category of the SSP, in accordance with Annex 5 to these Rules.;
2) a certificate of the share of income received by the applicant from carrying out activities specified in the conditions of classification into the second category of the SSP, based on the results of the previous calendar year in the total amount of income and the share of net profit received by the applicant for the previous calendar year aimed at carrying out such activities in the current calendar year, from the amount of said profit (if any net profit for the previous calendar year) in accordance with Form 1 in accordance with Appendix 6 to these Rules.
1) information on the implementation of activities for the production of goods (works, services) intended for citizens from among the categories specified in the terms of assignment to the first category of the SSP, in accordance with the areas of activity specified in the terms of assignment to the third category of the SSP, in order to create conditions for such citizens to overcome or compensate for the limitations of their life, as well as opportunities to participate on an equal basis with other citizens in the life of society in accordance with Annex 7 to these Rules.;
1) information on the implementation of activities aimed at achieving socially useful goals and contributing to solving social problems of society, specified in the conditions of classification into the fourth category of the SSP, in accordance with Annex 8 to these Rules.;
2) quarterly, from the 1st to the 15th day of the month preceding the calendar quarter, applications for inclusion of an individual entrepreneur or a legal entity in the register are accepted;
4) advise individual entrepreneurs and legal entities on issues of inclusion in the register;
5) accept applications from individual entrepreneurs and legal entities and the documents attached to them in accordance with these Rules.; 6) organize and hold quarterly meetings of the special commission;
7) notify individual entrepreneurs or legal entities of the recommendations of the special commission.
The register is approved on the basis of this list and is posted on the Internet resource of the authorized business body within 3 (three) business days after approval. 18. Information about the category of a social business entity is provided to interested parties, including government agencies, in the form of an electronic document certified by an EDS, for use in their work.
