On the implementation of a scoring model for determining the welfare level of families in the provision of social support measures to the population
A scoring model is an algorithm that helps assess the socio-economic status of a family based on data from the Digital Family Map. It takes into account a wide range of factors in order to determine the degree of need for social support measures. The scoring system transforms qualitative characteristics of a specific household into measurable quantitative indicators and assigns the household to a welfare level according to a defined scale. The scoring model for determining household welfare will be used when assigning additional social support measures financed from local budgets, such as the provision of school meals, dormitory accommodation for college and university students, sanatorium and resort treatment, housing assistance, and other forms of support. The welfare level of households will be determined based on 23 socio-demographic and economic criteria. All families applying for additional support measures will be classified into 6 categories - ranging from extreme deprivation (insufficient means for food) to high welfare (absence of financial difficulties). Decisions will be made automatically on the basis of objective data collected through the Digital Family Map. Social assistance will be provided according to the actual level of need, rather than universally to everyone.
The assessment takes into account both material indicators - such as income, property, vehicles, and outstanding loans - and non-material factors, including health status, disability, and level of education, as well as dependency burden and possible hidden income, for example from informal employment. Households owning two or more residential properties, two or more vehicles, having a registered legal entity (individual entrepreneur or limited liability partnership), and where the monthly income per family member exceeds four subsistence minimums, will be classified under Category 6 - households with a high level of welfare. Such families will be excluded from receiving additional social support measures financed from local budgets. The assignment of support measures for families classified under Categories 1-5 will be carried out automatically.
It is important to emphasize that the introduction of the scoring model will not affect guaranteed social payments financed from the republican budget (a total of 41 types). Basic and solidarity pensions, childbirth and childcare allowances until the child reaches 1.5 years of age, benefits for large families and decorated mothers, disability benefits and allowances for caring for a child with a disability, survivor’s benefits, special state allowances, and other types of payments will continue to be provided without changes.
The application of the scoring model will ensure targeted assistance to citizens who are genuinely in need.
