In accordance with the decree of the President of the Republic of Kazakhstan from March 15, 2020 No. 285 "About introduction of state of emergency in the Republic of Kazakhstan", in accordance with paragraph 1 of the Protocol of the meeting of the State Commission for emergency situations of the Republic of Kazakhstan dated 30 March 2020 no. 8, in order to protect the life and health of citizens, prevent the further spread of coronavirus infection (COVID-19) on the territory of the East Kazakhstan region, on the basis of the decree of the acting chief sanitary doctor of East Kazakhstan region "on the introduction of quarantine in the territory of the East Kazakhstan region dated April 16, 2020 No. 3, the Regional emergency response Headquarters made a decision:

Introduce a quarantine regime on the territory of the East Kazakhstan region from 00: 00 on April 18, 2020 until the end of the state of emergency in the Republic of Kazakhstan. Restrictions related to the introduction of quarantine may be revised in accordance with the development of the situation regarding the spread of COVID-19 coronavirus infection.

In order to control entry and exit from the territory of the region on the border with the Almaty, Karaganda, Pavlodar regions, the Russian Federation, the people's Republic of China,as well as along the perimeter of the administrative borders of cities and districts, establish checkpoints for sanitary, veterinary, and epidemiological surveillance.

Responsibility for the organization of roadblocks should be assigned to the police Department of East Kazakhstan region.

In the cities of Ust-Kamenogorsk, Semey, Altai, Ayagoz, Zaisan, and the district center of Urjar, determine the division squares of restrictive territories within administrative borders. Take measures to localize the population in the quarantine zone.

Ensure compliance with the mask regime for the population, employees of bodies and organizations, subjects of trade and services. To suspend the activity:

1) large shopping facilities, shopping and entertainment centers, shopping centers, family recreation centers, universal and non-food markets, including car washes, service stations located in the buildings of these facilities, with the exception of food departments, pharmacies and cash registers of banks, which must continue to operate normally;

2) public catering facilities (restaurants, coffee shops, cafes, Banquet halls, canteens, doners, bars), except for the organization of online orders and delivery;

3) night clubs, bars, hookah bars;

4) educational centers, clubs, artclub, places of leisure for children, kindergartens of all forms of ownership, etc.

5) entertainment facilities (Internet clubs, betting, Billiards, karaoke, PS clubs, quests, time clubs, bowling centers etc.);

6) sports objectbased forms of ownership (fitness, yoga, swimming pools, shooting ranges, shooting ranges, etc.);

7) objects of sphere of services (hairdressers, beauty salons, SPA, massage centers, public baths, Shunyi etc.);

8) cinemas and theatres;

9) car dealerships, car markets with the ability to provide online orders and delivery;

10) outlets of the retail sales of building materials, in addition to the wholesale warehouses serving construction companies, with the exception of online orders and delivery;

11) the points of reception of scrap of ferrous and non-ferrous metals;

12) showrooms for the sale and repair of computer equipment;

13) of the organizations services laundries, dry cleaners;

14) pawnshops;

15) retail outlets for selling flowers.

Temporarily prohibit the holding of:

1) mass, solemn, commemorative and memorial events;

2) exhibitions, forums, conferences, etc.

Oblige owners of small and medium-sized businesses whose activities are not suspended for the period of restrictive measures to ensure the strengthening of sanitary and disinfection measures.

Continue operating hotel complexes, hotels, hostels, pharmacies, medical centers, and dentists in normal mode, with increased sanitary and disinfection measures.

Allow the activities of notaries by appointment.

Set restrictions on the movement of road transport:

1) restrict during the day and stop at night from 21.00 hours to 05.00 hours the movement of motor transport with the exception of official and public transport, personal transport that has a special pass;

2) restrict the movement of personal transport of individuals. To organize the movement of citizens by private vehicles with reference to the state license plate on the principle of"even, odd number of the last digit of the state number". On even days of the month, allow cars with numbers ending in an even number to travel, on odd days of the month-with an odd number at the end of the number;

3) prohibit the movement of personal transport on Saturday and Sunday, on public holidays, with the exception of official and public transport, as well as personal transport that has a special pass;

4) control over the restriction of motor transport in the cities of Ust-Kamenogorsk, Semey, established by subparagraph 3) of this paragraph, to carry out at 49 main trunk junctions (Ust-Kamenogorsk-25, Semey 24). reduce the

3) do Not allow deviations from the route or schedule.

Approve lists of official vehicles of enterprises and organizations whose activities are related to the life support of cities and districts. Special passes are only valid strictly in accordance with approved lists.

Determine the list and number of companies that supply essential life support products (pharmacies, shops, banks), indicating the location and operating hours.

Oblige producers, distributors, and wholesale suppliers to ensure uninterrupted and timely delivery of food and essential goods to retail facilities on the basis of submitted applications.

Provide the daily needs of the population of districts and cities with food, medicines, life support items and basic necessities.

Allow the free movement of the population on the territory of cities and district centers, except in the presence of passes type I (Annex 1 to this Protocol), type II (Annex 2 to this Protocol).

The pass is only valid if you have an identity card.

Note: the type II pass is intended for movement of the population on the territory of the city. 1 pass is issued for one apartment / house. The pass holder has the opportunity to visit retail facilities, pharmacies, make purchases, and use the services of banks. You can use the pass no more than 3 times during one week. At the same time, 50 percent of the city's population receives a green pass, which gives them the right to leave their homes to make purchases on even days of the month. The rest of the population receives white passes, which gives them the right to leave the house on odd days of the month.

The police Department of East Kazakhstan region is responsible for checking the presence of passes and clearing them. If the situation with the spread of the COVID-19 coronavirus infection changes, the mode of movement by pass can be changed.

During the period of quarantine on the territory of districts and cities, law enforcement officers (Annex 3 to this Protocol) are allowed to move freely during the performance of their official duties, upon presentation of their official identity card.

Movement of the population from 09.00 to 18.00 hours (shops, pharmacies, banks, post offices) is allowed only if there are type II passes, with the exception of recipients of social benefits (42500 tenge) and other social benefits – from 00.00 hours on April 20, 2020.

Provide free delivery of food, essential goods and medicines in cities and districts to pensioners from 70 years and older, disabled people of groups 1 and 2 for one of the 4 types of formed sets "Standard 1", "Standard 2", "Standard 3", "Standard 4" (Annex 4 to this Protocol).

Assign volunteers and social workers to deliver food and essential goods to vulnerable segments of the population and pensioners over 70 years of age.

Employers should switch employees to remote work mode with the provision of job security and paid leave.

Strengthen the protection of especially important state objects, strategic, special-mode, regime and specially protected, ensuring the life of localities.

Strengthen efforts to protect public order, combat crime and ensure the safety of citizens.

Police officers, together with members of the armed forces, serve in 3 shifts for 8 hours.
