Akimat of East Kazakhstan Region on the drainage of Lake Alakol: "This is not true!»

The state program for tourism development until 2025 provides for the long-term development of the coastline of Lake Alakol. In accordance with this, it is planned to develop 60 hectares of land to form a new development zone, since this area, swampy 23.7 hectares of them, is subject to drainage. At the same time, it is worth noting that the distance of the border of the projected drainage area to the Alakol lake itself is more than 200 meters. Therefore, the information that they are going to drain 60 hectares of the lake is not true.

The reason for the unreliability of the information provided in the social network Facebook by Daulet Asanov is an incorrect response that he received from the Committee on Water Resources of the Republic of Kazakhstan.

Today, during the meeting and discussion of the project in the regional akimat with the responsible authorities, ecologist Daulet Asanov himself was convinced of this.

- I was convinced that the project is completely different than I originally imagined. This is unambiguous, that is, the project does not concern the water surface. We studied the project materials, saw the design solutions, and it turned out that the Water Resources Committee gave out, let's say, not very reliable information. That is, we are talking about draining not the lake itself, but the coastal part. The Mayor's office promised to give me the entire project to study, which I am grateful for. Now, at the first stage, we have looked at the site, how exactly it is located, the site is located outside the water protection zone. We looked at the marks, it turned out that they are going to raise the site by 4 meters in relation to the lake, respectively, if we consider it this way, then the project is completely different than what was submitted by the Committee, " says Daulet Asanov.

The design and estimate documentation "Land drainage on the shores of Lake Alakol in the Urjar district of East Kazakhstan region with the construction of a drainage channel" has passed the state examination and has a positive conclusion of the state examination No. 06-0238 / 20 of 28.09.2020. The project has been approved by all state bodies, including the Balkhash-Alakol Basin Inspection and the Department of Sanitary and Epidemiological Control of the East Kazakhstan Region. And also, on September 27, 2019, public hearings were held in the village of Kabanbay.

That is, the requirements of Article 125 of the Water Code of the Republic of Kazakhstan are not violated.

- According to the planned materials, the projected drainage area is located within the water protection zone and beyond, established by the Decree of the Akim of the region of December 27, 2019 No. 466 (water protection zone-500 m. and strip - 100 m.). Therefore, Article 125 of the Water Code of the Republic of Kazakhstan is not violated. The drainage of Lake Alakol itself is not expected, this information is not true, " says Murat Kusainov, head of the Department of Natural Resources and Environmental Management of East Kazakhstan Region.

The project provides for water protection measures that will preserve the natural state of water bodies without harming the environment.

The wetness of the site is caused by a number of factors, the main of which are: very low drainage of this site, since the soils on this site have a very low filtration coefficient and are actually water-resistant to surface water, as a result, the water is poorly filtered into the lower layers of the soil and stagnates on the ground surface, causing waterlogging.

- No one is going to drain Lake Alakol. In the coastal area of Alakol, which is planned in the future for the development of tourism, there are numerous streams. They do not have a specific direction, because of this, the entire territory of 23.7 hectares is currently swampy. This is known by both local residents and nearby recreation centers. Tourism cannot develop in this area. They can't build recreation centers, elementary playgrounds. In this regard, in 2019, the akimat of the Urjar district developed a project that passed the state examination, and received a positive conclusion. Public hearings were also held, " said Asset Suleimenov, head of the regional Construction Department.

In general, the project is planned to be implemented in 3 stages. On the first, the wetland area is filled with soil from loamy and gravelly-pebble deposits up to the mark of 351.50 meters with alignment and layout. At the second stage, up to 351.70 m. the draining layer of gravel-sand deposits is poured off. At the third stage, the filling and final planning of the drainage area is carried out to the design mark of 352.30 m.loamy soil. The total volume of processed soil is 578,123 m3. Transportation of soil by road is provided on temporary roads, the device and care of which is provided by the project.

For the drainage of surface water from the territory adjacent to the drained area, a channel is provided, the route of which is designed within the boundaries of the red lines of the designated area for the development of a recreation area.
