Position About the Department of monitoring of housing "Department for construction, architecture and town planning of EKO"

1. General provisions

1. Department of monitoring of housing (hereinafter – the Department) is a structural subdivision of State institution "Management of construction, architecture and town planning of EKO".
2. The position about the Department, its structure, staffing and distribution of responsibilities among staff approved by the head of the Department.
3. the Department is guided by the current legislation of the Republic of Kazakhstan, resolutions of the East Kazakhstan regional akimat, decisions and orders of the Akim of the East Kazakhstan region, orders and regulations of Management, as well as this Regulation.

2. Main tasks and functions of the Department

1. Organizes the development of projects for long - term, medium-term and current construction plans;
2. Creating conditions for ensuring the implementation of Management tasks and functions;
3. Interacts with akimats of cities and districts on issues of their competence;
4. Carries out state regulation of the activities of participants in the construction of shared-equity objects in housing construction in accordance with the legislation of the Republic of Kazakhstan on architectural, urban planning and construction activities;
5. Implementation of the planned indicator for achieving the annual volume of housing commissioning;
6. Organizes the development of projects for long-term, medium-term and current plans for housing construction and engineering and communication infrastructure, including housing and communal services;
7. Controls the implementation of housing development programs in the East Kazakhstan region;
8. Monitoring of individual housing construction;
9. Ensures compliance with the Laws of Kazakhstan, Decrees of the President of Kazakhstan, government decrees of the ROK, Regulations of the regional akimat issues concerning the activities of the office within the competence;
10. Considers complaints and applications, prepares responses to them and to requests from legal entities and individuals on issues within the competence of the Department;
11. Development and verification of compliance with the requirements of legislation submitted for signature to the head of the project orders within their authority;
12. Performs other functions assigned to the Department within the scope of its competence.
13. Department Rights

1. Make suggestions for improving the management's activities to the head of the Department within the competence of the Department.
2. Exercise other rights within its competence in accordance with current legislation.

4. Organization of activities of the Department

1. The division is headed by a head of Department appointed by the head of the Department.
2. The Department head provides overall leadership of the Department and monitor timely execution within the jurisdiction of the Department orders and instructions of the Manager.
3. Prepares the Department's work plans and monitors their implementation, distributes responsibilities among the Department's employees, is responsible for performing the tasks assigned to the Department, and holds operational meetings to discuss the most important issues of the Department's activities.
4. Provides preparation of draft orders, other documentation on issues related to the competence of the Department, materials for consideration at meetings, ensures coordination of the work of the Department with the activities of other structural divisions of the Department and state bodies.
5. Makes suggestions for punishing and encouraging Department employees.

6.during the absence of the head of the Department, the performance of his duties is assigned by an order of the Department to one of the employees of the Department at the suggestion of the head of the Department.
