The process of re-registering a car has become easier

Previously, when re-registering vehicles, it was necessary to provide a notarized vehicle purchase and sale agreement. Now, the special service center operator can generate an electronic document in the system, and the seller and buyer can sign it using a QR code by scanning it through the eGovmobile application.

This service was developed by the «Government for Citizens». The innovation was introduced for the convenience and comfort of service recipients, as well as to eradicate corrupt practices when registering vehicles. Thanks to the integration of information systems of the State Corporation, the Ministry of Internal Affairs of the Republic of Kazakhstan, and NIT JSC, the process of re-registering a car has become transparent. Forgery of signatures when registering a transaction is now excluded.

When service recipients contact a specialized public service center, an employee enters information about the seller, buyer, and the vehicle into the system. The system then automatically generates an electronic written form of the transaction and displays a QR code on the screen. After scanning it, the buyer and seller can review the purchase and sale document and sign it using an electronic digital signature.

A similar process is available for representatives of legal entities who have a power of attorney to represent interests and the right to use the organization’s electronic digital signature through the eGovbusiness application.

The acceptance of a paper written transaction form for the re-registration of cars was canceled on April 23 of this year due to amendments and additions to the Rules for Registration and Accounting of Vehicles by the Ministry of Internal Affairs of the Republic of Kazakhstan.
