The main regulatory legal act that provides for the standards of conduct for civil servants is the Code of Ethics for Civil Servants of the Republic of Kazakhstan (Rules of Service Ethics for Civil Servants), approved by Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153 (hereinafter referred to as the Code of Ethics).
This normative legal act contains certain instructions on how a civil servant should and should not behave.
In particular, the Code of Ethics can be divided into two blocks:
The first block is the “prohibitions” norms, what is forbidden to do (to allow actions that can discredit the public service, including unethical behavior in office and off-duty hours, public unethical statements, etc.);
The second block is what he should do (show courtesy, ensure the rule of law, improve his professional level, business dress code, etc.).
In more detail, the norms of behavior of civil servants are set out in the relevant chapters of the Code of Ethics:
1. General Provisions;
2. General standards of conduct;
3. Standards of conduct during off-duty hours;
4. Standards of conduct in official relations;
5. Standards of conduct related to public speaking, including in the media.
Civil servants must clearly understand what status they are in, with whom they are in dialogue and interact (with citizens, a leader, subordinate or colleagues).
Lack of understanding of their status by civil servants and failure to comply with the requirements of the Code of Ethics may entail appropriate disciplinary liability
