The second meeting of the Land Reform Commission was held under the chairmanship of the Deputy Prime Minister of the Republic of Kazakhstan Yeraly Tugzhanov

Under the chairmanship of the Deputy Prime Minister of the Republic of Kazakhstan, Yeraly Tugzhanov, the second meeting of the Land Reform Commission, established on behalf of the Head of State, was held. In accordance with sanitary requirements, only members of the commission took part in the event - representatives of agribusiness, associations and associations of farmers, NCE "Atameken", deputies of the Parliament of the Republic of Kazakhstan, deputies of akims of the regions in charge of agro-industrial complex, as well as members of the National Council of Public Trust, public figures, political scientists , journalists and bloggers. At the same time, more than half connected remotely, via video conferencing. Kazakhstanis also had the opportunity to watch the work of the commission in real time by connecting to the online broadcast on the official website and YouTube channel of the Ministry of Agriculture. In addition, for the convenience of citizens, live broadcasts were organized on the republican TV channel Khabar 24. Opening the meeting, Yeraly Tugzhanov recalled the purpose of the commission and stressed that on February 25 this year. President Kassym-Jomart Tokayev made a final political decision to completely ban the transfer of agricultural land in Kazakhstan to foreigners. He also added that now the commission faces another task - to develop recommendations on the development and improvement of land relations in the field of agriculture. “The first reading of the bill will take place in the Mazhilis on April 7. I specifically emphasize this because there are still some misunderstandings in social networks. Taking advantage of people's ignorance, someone may deliberately spread false rumors. Therefore, I will say it again: a clear decision has been made that the land will not be transferred to foreigners. Head of State Kassym-Jomart Kemelevich put an end to this issue,” explained the chairman of the Land Reform Commission. Further, the members of the commission began to consider the proposals developed at the meeting on March 25 this year. In accordance with them, in order to increase the efficiency of the commission's work, two working groups were created. Akylbek Kurishbaev, deputy of the Senate of the Parliament, became the head of the working group on economic issues. It included 33 members of the commission. The group on legal issues was headed by Mazhilis deputy Yerlan Barlybaev. 21 people wished to participate in it. The moderator also said that following the results of the first meeting, 55 proposals were received, incl. 11 organizational, as well as 29 economic and 15 - legal nature. All of them are considered in working groups with the participation of members of the commission, authorized bodies and representatives of the farming community. The results of the consideration were reported by the leaders of the working groups A. Kurishbaev and E. Barlybaev. According to them, the majority of votes supported the proposal to adopt a government decree on approving the maximum size of agricultural land leased to Kazakhstanis, after the country adopts a bill to ban the provision of agricultural land to foreigners and foreign companies, companies with a foreign share of participation, stateless persons, research centers with international participation, as well as candas. The second working group positively considered the issue of returning the functions of state control over the use and protection of land to the jurisdiction of the Committee for Land Management of the Ministry of Agriculture of the Republic of Kazakhstan. Since 2014, the functions of state control over the use and protection of land have been assigned to local executive bodies, and in 2018, akims of districts have been vested with supervisory functions. At the same time, the practice of exercising control and supervisory functions in all areas shows the greatest efficiency with a vertical structure of control bodies (center-oblast-district). “A comparative analysis showed that since 2013 the number of inspections carried out by akimats on the use and protection of land has decreased by 2.6 times, and the elimination of identified violations has decreased by 4.5 times,” Yerlan Barlybaev explained the relevance of the issue. According to him, the issue of the expediency of transferring control functions over the use and protection of land to the central authorized body is also being raised by the deputies of the Parliament, the Prosecutor General's Office, the Supreme Court, Atameken NCE and others. In addition, members of the working group on legal issues supported the initiative of Bakhytzhan Bazarbek on a legislative ban on changing the purpose of agricultural land for horticulture. Also, members of the Commission on Land Reforms voted on the proposals voiced, considered the issues of transferring the Qoldau platform from the Ministry of Finance to the Ministry of Agriculture of the Republic of Kazakhstan and its integration with the information system "Identification of Farm Animals". At the end of the event, at the suggestion of the meeting participants, a deputy chairman of the commission was elected on behalf of the public. The President of the Union of Farmers of Kazakhstan NGO Zhiguli Dairabaev
