A New Service “Vehicle Sale and Purchase Agreement” Launched in the “Public Service Center” Mobile Application
Starting from September 2, 2025, as part of the digitalization of public services and to enhance their quality, a new service for drafting vehicle sale and purchase agreements has been launched in the “Public Service Center” mobile application.
Previously, citizens signed a written form of the agreement using a QR code at population service centers. Now, this process is available through the “Vehicle Sale and Purchase Agreement” service in the “Public Service Center” app: the agreement is created and signed electronically by the digital signatures (EDS) of both the seller and the buyer. This allows the agreement to be completed in advance, before visiting a specialized Public Service Center, significantly reducing waiting time and simplifying the service process. After signing the agreement in the app, the signed document must be submitted at the specialized Public Service Center to finalize the vehicle registration procedure.
Moreover, the record of the concluded agreement is permanently saved in the service’s history, ensuring transparency and the ability to verify the transaction at any time.
The service guarantees the legal validity of the document, protects personal data, and prevents errors through automatic verification of information and integration with government databases. This helps avoid common risks such as document forgery, and technical errors during the drafting and processing of the agreement.
The cost for drafting one agreement is 1,500 tenge.
Please note that access to the service is provided after authorization via IIN (Individual Identification Number) and phone number in the “Public Service Center” mobile application (available on App Store and Google Play).
It is important to emphasize that the service offers an additional option for concluding transactions, which citizens may choose to use at their discretion.
Thus, the introduction of the “Vehicle Sale and Purchase Agreement” service marks another step toward the digitalization of public services and the creation of a convenient, secure, and transparent digital environment for the citizens of the Republic of Kazakhstan.
