Verification measures to provide drinking water to rural districts in the Samara region of East Kazakhstan region

GU "Department of State Architectural and Construction Control of the East Kazakhstan region" on the basis of the appeal of residents of the village of Kokzhyr, Samar district, East Kazakhstan region, an unscheduled inspection was carried out in relation to the State Institution "Department of Architecture, Construction, Housing and Communal Services, passenger transport and highways of the Kokpektinsky district of the Abai region", for the objects "Construction of a water pipeline in the village of Kokzhyr, Samar district, East Kazakhstan region"; "Construction of a water pipeline in the village. Mirolyubovka, Samar district, East Kazakhstan region" for compliance with the Law of the Republic of Kazakhstan "On Architectural, urban planning and construction activities in the Republic of Kazakhstan".

As part of the inspection on the object "Construction of a water pipeline in the village of Kokzhyra, Samar district, East Kazakhstan region", it was found that there were no wells (in the amount of 29 units) provided for by design decisions.

The absence of such works and equipment as:

  1. Waterproofing of wells has not been performed (wells are flooded with groundwater).
  2. The pumping station of the 2nd lift lacks a ventilation system, as well as a fire alarm system.

Missing:

  1. Multi–jet hot water meters - 178 pcs.
  2. Couplings of various diameters, the total number of which is 534 pcs.
  3. Wooden covers for a well with a hydrant – 34 pcs.
  4. Ladders
  5. There are also unfinished landscaping works.

As part of an unscheduled inspection of the object "Construction of a water pipeline in the village of Mirolyubovka, Samar district, East Kazakhstan region", it was found that there were no works provided for by the design solutions of the following equipment and works:

  1. Waterproofing of wells has not been performed (wells are flooded with groundwater).
  2. The pumping station of the 2nd lift lacks a ventilation system, as well as a fire alarm system.
  3. Landscaping work has not been completed.
  4. There are no filter absorbers for air purification at the tank overlap.
  5. In the immediate vicinity of the projected wells with fire hydrants, the installation of fire hydrant signs (on racks) in a reflective design "Signal colors, safety signs" is provided, the actual work has not been performed.

Currently, the village is provided with cold water supply via a new branch line, along the streets of Aslamov St. from house No. 66 sq. 1 and to the upper central branch, Kazakhstanskaya St. from house No. 22 to house No. 23, the branch is disconnected.

It is worth noting that as part of the audit, a request was made for the provision of documentation on objects, including protocols of technical solutions for added and excluded types of work, however, the State Institution "Department of Architecture, Construction of Housing and Communal Services, Passenger Transport and Highways of the Kokpektinsky district of the Abai region" did not provide a package of documents in full.

According to the results of an unscheduled inspection, administrative proceedings were initiated against the Customer, i.e. the Department of Architecture, Construction, Housing and Communal Services, Passenger Transport and Highways of the Kokpektinsky district of the Abai region, and an order was issued to eliminate the violations identified.

The Department is working to bring the construction participants to administrative responsibility.
