- with high dynamics of development are (1 - 6 places): Caton - Karagai, Ridder, Altai, Glubokovsky, Kokpektinsky and Ayagozsky areas;
with average development dynamics (7–13 places): Zaysan district, Semey city, Urdzhar district, Ust-Kamenogorsk city, Shemonaikhinsky district, Kurchatov and Borodulikhinsky district
