Regarding legislation in the field of religion

The current Law of the Republic of Kazakhstan "On Religious Activities and Religious Associations" takes into account international experience, meets the basic universally recognized standards of human rights, is aimed at protecting freedom of religion, as well as ensuring interfaith peace in our country.

At the same time, taking into account the democratic processes in the world and the proposals made by international human rights organizations, foreign and domestic experts, representatives of religious associations to simplify the existing norms in the religious sphere, some "point" changes have been made to religious legislation.

The adoption of these amendments is provided for by the Plan adopted to implement the provisions of the Decree of the Head of State "On further measures of the Republic of Kazakhstan in the field of human rights".

Legislative initiatives were discussed at various events with representatives of religious associations and civil society, as well as experts, and received majority support.

With this in mind, the following amendments have been made.

Firstly, the term "information materials of religious content" is used in the legislation and in the current Law.

However, the content of this term is not disclosed in the Law.

In this regard, the Law discloses the concept of "information materials of religious content".

Secondly, it provides for the transition from permissive to notifying nature of religious events outside of religious buildings (structures).

Involvement of political scientists, psychologists, sociologists, etc. in conducting religious studies expertise. Currently, the examination is carried out only by theologians and religious scholars.

Fourth, the requirements for registration of regional religious associations have been simplified, and general criteria for their registration have been established.

It should be noted that these amendments are another step towards liberalizing legislation in the field of religion. The State attaches great importance to ensuring the rights of citizens to freedom of conscience and creating favorable conditions for the work of religious associations.
