Advertisement for holding a competition among universities for placing a public educational order to train personnel with higher education

Competition subject: Public educational order to train personnel with higher education, funded from the regional budget for the 2022-2023 academic year

Deadlines for accepting competitive bids: from May, 30 to June 06, 2022, from 9:00a.m. to 18:00p.m.

Competition information: The competition is held in accordance with the Order of the Minister of Education and Science of the Republic of Kazakhstan dated January 29, 2016 No. 122 “On approval of the Rules for placing a public educational order to train personnel with technical and professional, post-secondary, higher and postgraduate education, meeting the needs of the labor market, in educational programs of institutions of higher and (or) postgraduate education, as well as in pre-school education and training, secondary education and additional education for children” (hereinafter referred to as the Rules).

The competition for placing a public educational order to train personnel with higher and postgraduate education is for accredited universities those entered the register of recognized accreditation bodies, with the exception of military, special educational institutions, and with an employment rate of university graduates not below the threshold value (60%), in educational programs approved by the Order of Akim of East Kazakhstan region (Appendix 1).

To participate in the Competition for placing a public educational order to train personnel with higher education, universities are to e-mail a competitive application to the Office of Education Administration of East Kazakhstan region in electronic form with the following documents:

1) an application of the university of the established form, in accordance with Appendix 17 to these Rules;

2) the questionnaire of the university of the established form, in accordance with Appendix 9 to these Rules;

3) an information card of a higher education institution of the established form in accordance with Appendix 10 to these Rules;

4) competitive bids for the placement of a state educational order to train personnel with higher and postgraduate education for the corresponding academic year of the established form, in accordance with Appendix 11 to these Rules.

The documents of the competitive bids are numbered, signed by the first head of the university, certified with a seal and e-mail to the Office of Education Administration of East Kazakhstan region in electronic form.

The competitive bids shall be sent to the local executive agency no later than the time and date specified in the announcement of the competition. A competitive bid received after the deadline, regardless of the reasons for the delay, will not be considered. Making any changes to the competitive bids after the deadline is not allowed.

The Commission of the local executive agency considers competitive bids within 5 (five) calendar days from the date of application submission, determines the degree of their compliance with the requirements of the competitive documentation.
