Outcomes of the meeting of the Ethics Council of the Agency of the Republic of Kazakhstan for Civil Service Affairs on East Kazakhstan region dated January 28, 2022

A meeting of the Ethics Council of East Kazakhstan region, with invitation of the media, took place on January, 28 this year under the chairmanship of the Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs on East Kazakhstan region N.T. Erkebayev.

The meeting of the Ethics Council considered a disciplinary case against the Head of the Regional Administration of Agriculture V.Kh. Gailamazyan, following the discussion, the members of the Ethics Council made a decision: for the violation of the norms of official ethics he committed at one of the meetings with entrepreneurs, as well as for the violation committed in the course of the performance of the official duties, related to the issue of payment of subsidies, to recommend the Akim of the region to discipline the Head of the Regional Administration of Agriculture V.Kh. Gailamazyan in the form of demotion.

Furthermore, the meeting of the Council considered a disciplinary case against Akim of one of the rural districts of Tarbagatai district, S.B. Kaliyev, on the grounds that he had committed a disciplinary offense that discredited the civil service.  

Based on the results of the discussion and comprehensive consideration of the circumstances, the disciplinary case against S.B. Kaliyev was closed by the Ethics Council, due to the absence of a disciplinary offense.

Moreover, the meeting of the Ethics Council considered the results of the analysis of the decisions of the Ethics Council and the results of the analysis of inspections carried out in the public agencies on compliance with the legislation in the public service.
