Core activities: A comprehensive school is an educational institution that ensures general educational curricula for preschool, primary, basic secondary and general secondary education.
Qualification requirements for the position: higher (postgraduate) pedagogical or other professional education in the relevant profile, or a document confirming pedagogical retraining; experience of teaching at least three years, including the last two years of teaching experience in an institution of education; availability of the first or the highest qualification category of a teacher, the qualification category of an expert teacher, or a research teacher or a master teacher (except for civil servants, university teachers with a teaching experience of at least five years, methodologists of methodological units (centers), advanced training system)
Proficiency: The Constitution of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan, the Laws of the Republic of Kazakhstan “On Education”, “On the Status of a Teacher”, “On Anti-Corruption”, “On Languages in the Republic of Kazakhstan” and other regulatory legal acts on the directions and prospects of education development; the essentials of pedagogy and psychology; State compulsory standards of education; achievements of pedagogical science and practice; the essentials of management, financial and economic activities; safety and labor protection rules, fire protection, sanitary rules and regulations.
Functions: Coordinating the activities of the educational institution in accordance with its Regulations and other regulatory legal acts. Ensuring the implementation of the State Compulsory Education Standards in conjunction with the Pedagogical and Methodological Council. Heading the Pedagogical Council. Approving the school’s development plan, the education plan, working curricula, short-term plans of subject teachers. Approving the action plan, work curricula and programs. Forming and improving the scientific-methodological and material-technical base of the education institution. Organizing and improving the methodological support of the educational process.
Ensuring the development of modern information technologies. Promoting the activities of pedagogical institutions, methodological associations, children's institutions. Forming a contingent of school children in accordance with the license for the educational activities, providing social protection for school children. Defending the legitimate rights and interests (personal, property, housing, labor and others) of orphans and children left without parental care, taking measures to create conditions for them to maintain family ties. Providing living conditions for foster-children and school students, taking into account the norms established by the legislation of the Republic of Kazakhstan. Creating the necessary conditions for the safety of life and health of school students (foster-children) and employees of the educational institution during the educational process.
Creating special conditions in the educational process in order to meet special educational needs.
Organizing the work and control over the nutrition process, (medical care within the framework of the school's obligations), in order to protect and improve their health. Managing the institution’s property and funds within the limits of the norms established by the legislation of the Republic of Kazakhstan. Annual reporting on the activities of the institution, including the receipt and expenditure of financial and material resources to the Board of Trustees and the parent community.
Providing accounting, preservation and replenishment of the educational and material base in accordance with regulatory requirements, being responsible for compliance with the internal work regulations, sanitary and hygienic regime, on safety and labor protection. Recruitment of teachers and general duty personnel, approving the staffing table and functions of employees, creating conditions for increasing their professional competence. Issuing (confirming) the qualification category to teachers. Awarding employees and teachers of the educational institution for their high performance and achievements. Communicating with the public, coordinating work with parents (persons replacing them), the board of trustees. Representing the education institution in state and other organizations, ensuring the preparation and submission of the necessary reporting. Ensuring professional development, including in the field of management. Introducing the concept of “Values-based education” in the institution with the participation of all subjects of the educational process, including the family of children. Cultivating the anti-corruption culture, the principles of academic honesty among school students, foster-children, teachers and other workers.
Being responsible for the quality of educational services.
The official salary range: depending on work experience, from KZT 187,200 to KZT 227,000.

The competition is taking place at: 59/1 Kazakhstan St., 6th floor, office 601, Ust-Kamenogorsk city, Education Administration of East Kazakhstan region.
The competition is held on the basis of the Order of the Minister of Education and Science of the Republic of Kazakhstan dated February 21, 2012 No. 57 “On approval of the Rules for competitive replacement of heads of state institutions of secondary, technical and professional, post-secondary education and competitive appointment to the position of the head of the state institution of preschool, secondary education, technical and professional, post-secondary and additional education” (hereinafter - the Rules).
To participate in the Competition, the candidate must send:
1) Application in the form in accordance with Appendix 5 to these Rules;
2) Identity document (for identification);
3) Service record and a photo;
4) A copy of a document of the state standard on education;
5) A copy of a document confirming employment;
6) A health certificate on the standard form, a health certificate in the form approved by the Order of the Acting Minister of Healthcare of the Republic of Kazakhstan dated October 30, 2020 No. KR DSM-175/2020 “On approval of forms of medical records” (registered in the Register of State Registration of Regulatory Legal Acts No. 21579);
7) a certificate from a psycho-neurological institution;
8) a certificate from a narcological institution;
9) a certificate of qualification testing;
10) a long-term plan development of an educational institution;
11) CV.
To participate in the competition, the candidate submits materials on his/her professional achievements, advanced training, scientific research, own pedagogical experience, awards, information on the achievement to perform indicators for consideration by the educational management agency. Submission of the documents specified in subparagraphs 4), 5), 6) 7), 8) 9) is not required if the service provider has the ability to obtain them from the relevant information systems.
The documents specified in subparagraphs 4), 5) are certified by the stamp of the HR service from the place of work or the responsible employee of the educational institution.
In order to prevent the recruitment of persons who have previously committed corruption offences, the HR service of the educational management agency, within three working days after the acceptance of the candidate's documents, sends an additional request about any or no corruption offences committed to the authorized agency for legal statistics and special records or its territorial divisions.
The persons specified in Article 11 of the Law of the Republic of Kazakhstan “On the status of a teacher” are not allowed to participate in the competition:
1) disqualified to carry out the professional activity of a teacher in accordance with a sentence that has entered into legal force;
2) recognized as incapacitated or partially incapacitated in the manner established by the laws of the Republic of Kazakhstan;
3) having medical contra-indications, being registered in the psychiatric and (or) narcological account;
4) having no documents on technical and professional, post-secondary, higher or postgraduate education;
5) on the basis of other restrictions provided by the Labor Code of the Republic of Kazakhstan.
