Competition for filling vacant positions of heads of educational organization
Education Administration of East Kazakhstan region announces a competition to fill vacancies of directors of educational institutions:
1) Director of Ridder Multidisciplinary College of Education Administration of East Kazakhstan region, located at: 86 Ostrovsky St., Ridder town, East Kazakhstan region.
2) Director of the Polytechnic College of Ayagoz town of Education Administration of East Kazakhstan region, located at: 20/1 Gagarin St., Ayagoz town, Ayagoz district, East Kazakhstan region.
Core activities: implementing educational programs for technical and vocational education, post-secondary education, vocational training (retraining). Organization of the education and training process.
Qualification requirements for the participants of the competition:
higher (postgraduate) pedagogical education or other professional education in the relevant profile, or a document confirming pedagogical retraining; pedagogical work experience for at least the last five years, including at least one year of experience in the position of deputy head of an institution of technical and professional, post-secondary education, or at least five years of experience in executive positions at enterprises in the relevant profile; having the first or the highest qualification category of a teacher, the qualification category of a teacher - expert or teacher - researcher or teacher - master (except for civil servants, university teachers with a teaching experience of at least five years, methodologists of methodological offices (centers), a system of advanced training, persons from production).
Proficiency: the Constitution of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan “On Education”, “On the status of a teacher”, “On Anti-corruption”, state programs for the development of education, other regulatory legal acts on education and upbringing of students; fundamentals of pedagogy and psychology, achievements of modern pedagogical science and practice; innovative management methods; fundamentals of economics, issues of financial and economic activities; fundamentals of law, rules on safety and labor protection, fire protection.
Functions:
In accordance with the legislation of the Republic of Kazakhstan and the Instructions of the educational institution, coordinating educational and methodological, scientific and methodological, administrative and financial-economic activities. Approving working curricula and programs, schedules of educational processes, internal regulations.
Approving the management structure, staffing list, job descriptions of employees of the educational institutions.
Forming of a contingent of students, providing their social protection.
Providing the appropriate working conditions in technical and vocational education institutions, organizing public catering, medical services and monitoring their work.
Creating special conditions for upbringing and education of children with special educational needs, including creating a barrier-free environment.
Coordinating work with employers and social partners.
Managing the institution’s property and funds, ensuring accounting, preservation and replenishment of the educational and material base, compliance with the rules of the sanitary and hygienic regime.
Organizing re-equipment and reorganization of the material and technical base.
Supervising the work of the pedagogical council.
Providing the introduction and involvement of innovative education technologies in order to maintain and expand the scope of educational activities of the educational institution.
Administrating the process of recruitment, providing the necessary level of the pedagogical and educational process, creating conditions for improving the qualifications and professional skills of teachers.
Assuring the overall management of joint work with educational institutions on extended vocational training.
Providing public relations, coordinating work with parents (persons replacing them).
Representing the education institution in higher, public and other organizations.
Implementing the measures to expand social partnership and international cooperation.
Submitting to the authorized agency (founder) an annual report on the results of educational, scientific and financial activities.
Ensuring compliance with the requirements of legislative and other regulatory legal acts on labor safety and protection, creating safe working conditions.
Being fit for the indicators of managers and deputy heads of institutions of technical and vocational, post-secondary education, presented for assignment (confirmation), advanced training.
The official salary range is KZT 101 403 to KZT 122 994.
The competition is taking place at: 59/1 Kazakhstan St., 6th floor, office 607, Ust-Kamenogorsk city, Education Administration of East Kazakhstan region.
The competition is held on the basis of the Order of the Minister of Education and Science of the Republic of Kazakhstan dated February 21, 2012 No. 57 “On approval of the Rules for competitive replacement of heads of state institutions of secondary, technical and professional, post-secondary education and competitive appointment to the position of the head of the state institution of preschool, secondary education, technical and professional, post-secondary and additional education” (hereinafter - the Rules).
To participate in the Competition, the candidate must provide:
1) Application in the form in accordance with Appendix 3 to these Rules;
2) Identity document (for identification);
3) a copy of a document of the state standard on education (a document of its own sample of universities);
4) a copy of a document confirming employment;
5) Service record and photos;
6) Production characteristics from the previous place of work, indicating the existing penalties and awards;
7) a copy of a document on the existing qualification category and academic degree (if any);
8) a health certificate on the standard form, a health certificate in the form approved by the Order of the Acting Minister of Healthcare of the Republic of Kazakhstan dated November 23, 2010 No. 907 “On approval of forms of primary medical documentation of healthcare institutions” (registered in the Register of State Registration of Regulatory Legal Acts No. 6697);
9) a clean record certificate;
10) a certificate on any or no corruption offences committed;
11) a document on passing testing (if any);
12) a document on completion of refresher courses, retraining (if any);
13) a document confirming the completion of advanced training courses in education management for at least seventy-two hours;
14) a long-term plan for the development of an educational institution.
The documents specified in subparagraphs 3), 4), 5), 6), 7) are certified by the stamp of the HR service from the place of work or the responsible employee of the educational institution.
To participate in the competition, the candidate submits materials on his/her professional achievements, advanced training, scientific research, own pedagogical experience, awards, information on the achievement to perform indicators for consideration by the educational management agency.
In order to prevent the recruitment of persons who have previously committed corruption offences, the HR service of the educational management agency, within three working days after the acceptance of the candidate's documents, sends an additional request about any or no corruption offences committed to the authorized agency for legal statistics and special records or its territorial divisions.
The persons specified in Article 11 of the Law of the Republic of Kazakhstan “On the status of a teacher” are not allowed to participate in the competition:
1) disqualified to carry out the professional activity of a teacher in accordance with a sentence that has entered into legal force;
2) recognized as incapacitated or partially incapacitated in the manner established by the laws of the Republic of Kazakhstan;
3) having medical contra-indications, being registered in the psychiatric and (or) narcological account;
4) having no documents on technical and professional, post-secondary, higher or postgraduate education;
5) on the basis of other restrictions provided by the Labor Code of the Republic of Kazakhstan.
