Reforming child protection in Kazakhstan

At a government meeting, Minister of Education Zhuldyz Suleimenova reported on the ongoing efforts to ensure the protection of children’s rights and interests. It was noted that, following the President’s instructions at the National Kurultai, concrete measures are being taken to strengthen child safety and ensure the systematic protection of children’s rights. In particular, at the initiative of the President, significant fundamental reforms and laws have been adopted and are being implemented in the areas of child rights protection, education quality, healthcare, social support and safety.

“In 2025, according to statistics, there are approximately 7 million children (6,902,492 people) in our country, accounting for 34% of the total population. It is worth noting that over the past 10 years, due to stable demographic trends, the number of children has increased by 1.5 million,” said Zhuldyz Suleimenova.

The program “National Fund for Children” is being implemented at the initiative of the President. Every year, 50% of the investment income of the National Fund of the Republic of Kazakhstan is transferred to the accounts of all children under 18. These funds are intended to cover education expenses and housing improvements.

About 120 social projects have been implemented through the Kazakhstan Halkyna Public Foundation. As is well known, secondary education is free of charge in our country. Primary school students receive free hot meals. Students from grades 1 to 11 are provided with free textbooks.

Moreover, a social support system, comprising 49 types of assistance is being implemented in our country. The Universal Education Fund has provided assistance totaling KZT 25 billion. To date, 10 fundamental laws aimed at strengthening the protection of children’s rights have been adopted in Kazakhstan.
