Results of Risk-Based Payments in the Online Budget Monitoring Module

SinceOctober2024, the Department of InternalStateAuditofEastKazakhstanregion(hereinafter referred to as the Department) has introducedonlinebudgetmonitoring for salary payments.

Online Budget Monitoring is a system for the regular and systematic collection, tracking, and analysis of information on salary payments.

The OBM (Online Budget Monitoring) module has been developed on the basis of the Ministry of Finance’s platform, integrated with the Treasury’s “Treasury –Client” Database. It has also been connected to the Single National Education Database (SNED) and HR information systems such as e-Kyzmet and Enbek.

Currently, the OBM system includes a built-in feature for automatically generating response letters. If there is a case of excessively disbursed budget funds, the monitoring object ensures that funds are returned to the budget in full.  

Thus, for 7 months of 2025, 192 payment transactions were confirmed as risk-related with confirmed total risk amount KZT90.3 million, including KZT45.3 million for 66 payments are subject to full reimbursement to the budget.
