Formation of anti-corruption culture in the Republic of Kazakhstan

Corruption as a social phenomenon continues to exist at the present time in almost all countries of the world, regardless of political and economic development, and differs only in its scale.

Widespread anti-corruption activities have been launched in the Republic of Kazakhstan. In order to further determine the main directions of the state's anti-corruption policy, by the Decree of the President of the Republic of Kazakhstan dated December 26, 2014, the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015-2025 was approved. The main goal of the Strategy is to increase the effectiveness of the state's anti-corruption policy, to involve the whole society in the anti-corruption movement by creating an atmosphere of “zero” tolerance for any manifestations of corruption and reducing the level of corruption in the country.

The key direction of combating corruption, defined in the Strategy, is the formation of the level of anti-corruption culture of society.

After all, only close partnership between the state and society will make it possible to successfully resist corruption. Without public support, top-down anti-corruption measures have only a partial effect. An intolerant attitude towards corruption should become a civil position of every Kazakhstani, and honesty and incorruptibility should become the norm of behavior.

Without the presence of an anti-corruption culture among citizens, strong immunity to corruption, its public censure, it is impossible to achieve the desired result. Every Kazakhstani, every family should understand that the fight against corruption is the business of the whole society.

Work with the younger generation plays a fundamentally important role in the formation of an anti-corruption culture. Only the introduction of anti-corruption standards of behavior from a very early age will make it possible to eradicate this social evil. It is important from childhood to educate a person in the spirit of Kazakhstani patriotism and rejection of corruption.

The mass media are called upon to provide an atmosphere of public rejection of corruption, to promote the formation of an active civic position of Kazakhstanis, their active participation in combating corruption.

Often, corruption offenses are the result of poor legal literacy of citizens in the exercise of their rights and legitimate interests. It is necessary to strive for a radical eradication of legal nihilism in society. The large-scale explanatory work among the population, systematic and painstaking work to improve the legal culture of citizens, taking into account their age, professional and other characteristics, is called upon to correct the situation.

In Kazakhstan, following the example of foreign countries, material incentives have been introduced for citizens who report corruption. This mechanism is showing its effectiveness. Thanks to the principled position of our citizens, many corruption offenses have been prevented. It is necessary to continue working in this direction.

A harmonious combination of traditional spiritual values and the best international standards will help to recreate the canons of lawful behavior of citizens.

Awareness and rejection of corruption as a phenomenon alien to the national culture is the basis of the anti-corruption culture of our society.
