      1. Introductory part

       

      1. Subject of the analytical reference: identification of corruption risks in the organizational and managerial activities of the unit: personnel management, including staff turnover, conflict of interest resolution, provision of public services.
      2. The basis for carrying out corruption risks: Article 8 "On Combating Corruption" dated November 18, 2015 No. 410-V of the ZRK (valid with amendments and additions, checked on 07.12.2022).

      In accordance with the Rules of anti-corruption monitoring approved by the Order of the Minister of Civil Service Affairs of the Republic of Kazakhstan dated October 19, 2016 No. 12.

      3.The object where the analysis of corruption risks is carried out: the state institution "The Office of Akim of the Paryginsky rural district of the Altai district of the East Kazakhstan region"

      1. The period of the event: from 01.01.2022 to 21.12.2022.

       

      1. Information and analytical part.

       

      On the recommendation of the Department of the Ministry of the Republic of Kazakhstan for Civil Service Affairs in the East Kazakhstan region, based on the results of anti-corruption monitoring, an internal analysis of corruption risks was conducted in the state institution "Akim's Office of the Paryginsky Rural District of the Altai district of the East Kazakhstan Region" from January 01, 2022 to December 21, 2022.

      The identification of corruption risks in the organizational and managerial activities of the unit was carried out according to the following points:

      1) personnel management, including staff turnover;

      2) conflict of interest settlement;

      3) provision of public services;

      4) consideration of the received appeals of individuals and representatives of legal entities through the electronic system "E-otinish";

      5) work on public procurement.

      1. Personnel management, including staff turnover.

      In the state institution "The Office of Akim of the Paryginsky rural district of the Altai district of the East Kazakhstan region", the number of civil servants by state as of January 01, 2022 is 5 units, the number of civil servants by state as of 04.10.2022 is 3 units, all are administrative civil servants.

      As of December 21, 2022, there are no voluntary resignations, there are no negative reasons, there are no disciplinary proceedings, there are no early disciplinary penalties. There are no contradictions between the personal interests of persons holding public office and their official powers, in which personal interests can lead to improper performance of their official powers – there are no dismissed staff members -1.

      1. Conflict of interest settlement.

      Civil servants observe state and labor discipline, the requirements of the Ethical Code of Civil Servants of the Republic of Kazakhstan (Rules of Service Ethics of civil Servants). There are no contradictions between the personal interests of persons holding public office and their official powers, in which personal interests may lead to improper performance of their official powers.

      1. Provision of public services.

      There are no permissive functions in the state institution "Apparatus of Akim of the Paryginsky rural district of the Altai district of the East Kazakhstan region", control functions are not provided, two types of public services are provided: "Issuance of a permit to change the purpose of a land plot", "Acquisition of rights to land plots that are in state ownership, which does not require bidding, contests, auctions". During the period from January to December 2022, 7 public services were provided.

      The work on the provision of these public services is under constant control: monthly analysis is carried out and measures are taken to improve the quality of public services.

      1. Consideration of the received appeals of individuals and representatives of legal entities through the electronic system "E-otinish".

      For 12 months of the current year, 3 appeals from individuals were received, no appeals from legal entities were received. Of these: 2 are fully satisfied, 1 is given written explanations. All appeals are considered on time, the answers were given to those who applied within the time period stipulated by the legislation. A ticket with a unique number is issued to persons in a written request. The akim of the district receives citizens on a permanent basis on personal issues in accordance with the approved schedule. There were no complaints or complaints about the appeals of individuals and legal entities over the past period of this year.

      1. Work on public procurement.

      For the period from January to December 2022, in the state institution "Akim's Office of the Paryginsky rural district of the Altai district of the East Kazakhstan region", public procurement was carried out in the amount of 60750,9 thousand tenge, excluding VAT.

      For 12 months of this year, 37 public procurements were carried out in the state institution "Akim's Office of the Paryginsky rural district of the Altai district of the East Kazakhstan region", of which: from one source - 27, from one source for failed – 2, competition – 3, by the method of price proposals 5.

      Assessment of the activities of the state institution "Akim's Office of the Paryginsky rural district of the Altai district, East Kazakhstan region":

      The Working Group found that there are no facts of corruption, there are no persons brought to responsibility for corruption offenses.

      Persons who have entered the civil service meet the requirements established by the Law of the Republic of Kazakhstan dated November 23, 2015 "On the Civil Service of the Republic of Kazakhstan".

      Civil servants observe state and labor discipline, the requirements of the Ethical Code of Civil Servants of the Republic of Kazakhstan (Rules of Service Ethics of civil Servants).

      There are no complaints from individuals and legal entities about violations of the requirements of the legislation on public service, official ethics and anti-corruption legislation in the field of public service, as well as negative publications in the media, Internet resources in relation to the state body, civil servants and other persons authorized to perform state functions.

      1. 3. The final part

      There is no probability of deterioration of professionalization of the public service system based on the principles of meritocracy, efficiency, efficiency, transparency, violation of the rights and harm to the legitimate interests of individuals and legal entities, civil servants in the state institution "Apparatus of Akim of the Paryginsky rural district of the Altai district of the East Kazakhstan region".

      There are no permissive functions in the state institution "Apparatus of Akim of the Paryginsky rural district of the Altai district of the East Kazakhstan region", control functions are not provided.

       

      Recommendations on preventing corruption risks:

      - to conduct seminars on explaining the legislation on public service and anti-corruption with the involvement of lecturers from the Department of the Ministry of Civil Service Affairs in the East Kazakhstan region, the Prosecutor's Office, the Department of Labor and other interested structures;

      - in order to further increase the level of legal awareness and culture, to develop the legal consciousness of civil servants, to continue the work of legal education;

      - in order to conduct public procurement procedures in a high-quality manner, systematically pay attention to the mechanism of operation of the public procurement web portal, in terms of improving its smooth functioning.
